Location: Farington EEC

Hours: 37 hours (Mon - Fri)

Qualifications: The post holder will have a vocational or professional qualification or have significant equivalent experience in the area of expertise.

Lancashire is the fourth largest local authority in England and covers a huge geographic area and a wide range of communities both urban and rural. Lancashire County Council manages over half a million tonnes of municipal waste each year. The council has a network of waste facilities which includes the direct operation of 16 household waste recycling centres and two waste transfer stations.

The Waste Management Officer (Contract Management) will report directly to the Operations Manager (Transfer Stations, Contracts and Maintenance).

The post holder will play a lead role in the development, monitoring and auditing of waste and service contracts of differing nature and value. This will include the preparation of contract documents and writing careful and precise service specifications. An excellent attention to detail is required in order to develop documents whilst ensuring document control procedures are in place to allow senior staff to input and edit documents during development.

The Waste Management Officer (Contract Management) will be able to interpret legal requirements and work with colleagues within other departments to ensure that all legal and procurement responsibilities are met.

An important element of this role will be implementing, monitoring and managing service contracts. Using initiative to resolve problems and ensure smooth, efficient contract operation. For this the post holder will need to build and sustain effective relationships with contractors and other stakeholders to ensure that services are delivered efficiently in accordance with the contract and meet the council's expected outcomes. This will include conducting routine contract inspections and as such this role will involve working outdoors on operational waste facilities.

Typical duties will include the following:

  • Meticulous preparation and scrutiny of contract documents.
  • Delivery of formal procurement exercises in accordance with council policies and wider legislation.
  • Detailed liaison with other council departments.
  • Monitoring and auditing of contracts.
  • Analysing contractual data and evaluating opportunities to maximise financial and contractual efficiencies.
  • On-site inspection and auditing of contract requirements.
  • Training and mentoring staff on contractual requirements and expected outcomes.
  • Building and sustaining strong and effective relationships with stakeholders.
  • Providing verbal and written reports and updates on key areas of work to senior managers and other stakeholders.
  • Dealing with customer queries and enquiries.
  • Identifying opportunities for improving procedures and processes within the team or wider service area to support the continuous improvement of services.
  • Supporting the Operations Manager in aspects of the delivery of their role that are commensurate to the grade of the post.
