Location: Utica, NY Category: Management Posted On: Mon Aug 14 2023 Job Description: The Chief Human Resources Officer (CHRO) will provide institution-wide strategic direction and execution of Human Resources (HR) functions and plans designed to align with the strategic and operational plan in support of SUNY Poly's mission and vision. The CHRO is a cabinet level, senior leadership position and will facilitate a culture that promotes employee engagement and maximizes employee potential. This role will oversee human resources which includes but is not limited to all functions of HR formulating, implementing, and establishing policies and practices; advise, influence, and have a critical role in the decision-making process with the management of the campus; administration of contracts and agreements; oversee and manage all personnel operations, and is the President's designee for employee and labor relations. This position will be responsible for creating and implementing policy. Other reasonable duties as assigned. Develop, lead and implement Human Resources to support all aspects of the overall organizational growth plan. Lead a team of Human Resources Staff to ensure SUNY Poly employees receive excellent customer service to include recruitment, succession planning, payroll, benefits administration, personnel operations, employee and labor relations, compliance and management of Human Resources and Title IX reporting to HR. This position will also manage Research Foundation employee relations issues and act as the RF HR Director for Poly RF employees. Serve as the campus designee for employee and labor relations. Conduct investigations and provide employee counseling as well as manage disciplinary actions. Provide expert guidance to executive staff and managers on performance evaluations, career development, recruiting, compensation, benchmarking, benefits, disciplinary and counseling and personnel changes. Formulate policy and practices consistent with the rules, regulations, and applicable statutes. Advise, influence, and implement policies and best practices for the benefit of the campus community. Recommend, develop and implement programs to sustain positive employee morale and reduce employee turnover. Serve as the campus Ethics Officer for all campus locations. Manage conflicts of interest. Remain current on all regulatory and legal changes regarding HR compliance and requirements and subsequent compliance. Serve as the campus Affirmative Action Officer. Oversee recruitment in compliance with Affirmative Action guidelines and regulations ensuring compliance and regulatory oversight. Oversee the creation of the AA plan and job descriptions to ensure appropriate classification and advise the campus community on areas of underutilization and coordinate good faith efforts to ensure that the college continues to value diversity and inclusion in the workforce. Serve on the President's cabinet and Senior Leadership team advising on various human resources matters and ensuring that senior leadership is aware of new or changing laws, rules and regulations as it pertains to human resources, AA, Ethics, and Title IX. Works closely with the President, Campus General Counsel, and other senior staff to resolve sensitive and confidential personnel matters. Provide leadership, oversight and direction to direct reports to assure goals, programs, activities, and personnel practices are consistent with and contribute to the Institution's goals and strategies. Design and implement operating strategies, plans and procedures to assure smooth functioning of SUNY Poly. Lead employees for maximum performance and dedication. Complete performance management feedback and goals per requirements. Oversight of Title IX to include staffing, compliance, training, community engagement and student and employee investigations. Working knowledge of and experience in the policy, best-practices and regulatory environment pertaining to human resources. The ability to effectively communicate, both verbally and in writing, across all levels of management and the user community. Demonstrated ability to work with culturally diverse populations. Preferred Requirements: Professional in Human Resources (PHR) certification or Senior Professional in Human Resources (SPHR) certification. SUNY or Higher Education Experience Master's degree in human resources, business administration, or related field from a University or College accredited by the US Dept. of Education or other internationally recognized accrediting organization.
