THE ROLE
Location: Bristol or Hammersmith
The UK is one of the largest profit contributors and home of the Group, as such it is one of the most influential and important global players in terms of developments on tobacco and Next Generation Product (NGP) issues.
Working to the Senior UK Government Affairs manager, the UK Government Affairs Manager is an integral part of a small in-house Government Affairs team, responsible for managing and delivering Imperial’s regulatory objectives across combustibles and next generation products through stakeholder engagement and advocacy. A driven, determined, and dynamic communicator, the Government Affairs Manager is focused on public policy and regulation within the UK – including Westminster and the devolved assemblies.
The UK Government Affairs Manager is required to influence and educate internal and external stakeholders through direct and written engagement, helping to drive rational regulation and the realization of Imperial’s regulatory objectives across combustibles and next generation products.
Additionally, the role has day to day responsibility for managing Imperial Tobacco’s UK corporate responsibility agenda.
KEY ACCOUNTABILITIES
STRATEGY
- Working to the Senior UK Government Affairs Manager, developing a comprehensive understanding of the social, economic, political, and regulatory environment in which the company operates;
- Support the Senior UK Government Affairs Manager in the development, coordination, implementation, and management of CLA stakeholder engagement strategies across the UK and devolved assemblies;
- Using a variety of communication channels to inform, update, and engage with internal stakeholders including the UK sales force, Trade, Consumer Marketing, I&I, and wider Group functions for the benefit of the CLA and wider commercial objectives of ITL;
- Responsible for the management of the UK Corporate Responsibility Agenda, Youth Access Prevention, litter initiatives, and single-use plastics policy development.
ENGAGEMENT
- Build and maintain relationships with key decision makers and other key stakeholders in areas as directed by the Senior UK Government Affairs Manager;
- Drive pro-active, direct engagement with authorities and key political stakeholders on all relevant issues in support of the CLA and business objectives (including on excise, tobacco products, EVPs, heated tobacco, OND, and retailer licensing);
- Shape company reputation and fight denormalisation; challenge industry exclusion where encountered;
- Support Imperial Tobacco’s response to Government consultations; contribute to, and manage where required, the preparation of responses to UK consultations relating to tobacco and nicotine products and corporate issues relevant to the UK and Group;
- Represent Imperial Tobacco on relevant trade associations and business organisations, with particular focus on issues of commercial interest and the devolved regions.
TEAM
- Be an active member of the ITL CLA team, facilitate cross-functional working where appropriate, and champion CLA internally across the business;
- Contribute to the Global CA community, take part in the Global CA webinar, and share learnings across markets;
- Deputise for the Senior Government Affairs Manager at internal and external meetings to deliver corporate positions and ensure consistency of message;
- Manage, with the direction of the Senior Government Affairs Manager, external public affairs/ PR agencies with particular focus on engagement strategies;
- Responsible for maintaining ITL’s Corporate Responsibility commitments, liaising across the Group as required, communicating issues and company positions with respect to corporate responsibility to key internal and external stakeholders to ensure consistency of messaging.
SKILLS & EXPERIENCE
- Minimum of 3 years political or public affairs experience
- Degree level qualification
- Strong interest in and understanding of political and current affairs
- Understanding of the legislative process/ parliamentary procedure
- Persuasive and a gifted, dynamic communicator
- Strong interpersonal skills, with the ability to present with confidence and clarity to both small and large audiences
- An accomplished networker with the ability to establish, maintain, and develop effective working relationships
- Able to quickly assimilate information from a panoply of multiple sources and to draft high quality consultation responses, briefings, and business updates
- Advanced research skills
