TRAFFIC OFFICERS

Grade S2 (SCP 18 to 22) £32,886 £35,406

(42hrs per week annualised (Pro Rata) 12hrs shifts, 4-on-4-off, 365 days a year). Location: Wrexham.

The Welsh Government Traffic Officer Service represents the public face of the Welsh Government on the highway. Patrolling the A55/A494/A550/A483 Trunk Road Network in North you will respond to incidents, making the area safe before briefing the emergency services with the power to stop and divert traffic, close lanes, remove vehicles and place signs - ultimately playing an essential role in the safety of our roads. You will promote and build good working relationships with all key stakeholders to ensure that the common goal of reducing incident related congestion is achieved. In addition to this, you will also assist in identifying where the road infrastructure, including surface and signage, might be enhanced or repaired to improve the safety of road users whilst forwarding such intelligence promptly and accurately to the relevant person(s).

Experience of working in a customer-facing environment is desirable. It is recognised that candidates’ abilities may not be fully developed in relation to all of the requirements set out in the job description and person specification for each role – this will be taken into account as part of the selection process. All successful candidates will be expected to undertake full training which will be provided prior to taking up the post. You will be required to work shift patterns (including weekends and Bank Holidays) and be available to work reasonable overtime when required.

For these posts, the ability to communicate in both Welsh and English is desirable.

The Post is subject to a probation period and holders must live within 1 hour of their operational base.

A compulsory 6-week accredited training programme will be required. Note continued employment within the service will be dependent on successful completion of the training.

Purpose of the Post

Primary Job Role

To provide the public face of the Welsh Government in relation to patrolling and responding to incident management on the trunk road network in North & Mid Wales.

To reduce incident related congestion by responding to, and managing incidents, hazards and collisions on the network.

To provide an effective and professional support role to the Police and other agencies.

To represent the Welsh Government by projecting a positive and professional image that reinforces Welsh Governments objectives and values.

To promote and build good working relationships with all key stakeholders to ensure that the common goals of reducing incident related congestion is achieved.

Identify where the road infrastructure, including surface and signage, might be enhanced or repaired, where necessary, to improve the safety of road users, and forward such intelligence promptly and accurately to the relevant person(s).

To promote road safety through provision of information and advice, where appropriate, to road-users towards enhancing their road safety.

Secondary Job Role

Undertake network safety patrols and inspections.

Identify and undertake routine maintenance where required.

Patrolling, monitoring and reporting on network traffic and weather conditions.

Making safe, defects in the highway infrastructure where possible.

Main Duties

To undertake high visibility patrols in order to provide the initial response and arrange specialist advice at the scene of road related incidents, hazards and collisions.

To attend incidents and work safely, in accordance with training and company policy, to facilitate the early clear up of the incident or removal of the hazard through the implementation of emergency traffic management.

To report and record all actions taken, and instructions given, with the Control Centre.

To liaise with the Control Centre to request additional resources as necessary.

To conduct yourself in the workplace in a way, which does not endanger the health and safety of yourself or others, carrying out work practices in line with operational and legal requirements.

To identify and manage operational risk through standard and dynamic risk assessments.

To implement Emergency Traffic Management in line with policy, procedure and method statements.

To provide written, electronic and verbal communication in the form of reports and records as required.

To undertake and record vehicle checks and complete drivers hours books correctly and in accordance with company procedures.

To have responsibility and awareness of issues, which may affect the safe operation of the network and to report such issues as they are observed.

To check and record that the traffic management signs, equipment and materials carried by the Traffic Officer vehicle are correct at the start of every shift and take action to remedy any defect in accordance with policy and procedure.

To act at all times in a professional manner ensuring a consistently high quality approach in dealing with the public, Police and other Agencies.

To undertake network safety patrols/inspections and record information using data capture devices.

To identify and record maintenance activity requirements where possible

Gather and provide intelligence for analysis by the organisation and other agencies

Attending legal proceedings to give evidence as a witness where required.

It is the responsibility of every employee with NMWTRA to comply with the Health and Safety, Environmental and Quality Polices as defined within the NMWTRA Business Management System.

Any other duties required in the management of the trunk road network, which are commensurate with the grading of the post.

Responsibility for self-development.

Working hours

Requirement to work shift patterns equating to 42hrs per week annualised (Pro Rata), 12hrs shifts, 4-on-4-off, 365 days a year (07:00hrs to 19:00hrs) to meet operational demands;

Requirement for occasional flexibility in shift patterns to meet operational demands;

Requirement to work occasional overtime and occasionally at night time;

Requirement to work Bank Holidays and Weekends as shift patterns dictate;

Requirement to work from other operational base locations to meet operational demands.
