About Third Party Program Management:
The Third Party Program Management (TPPM) group is a dedicated First Line of Defense (1LoD) function within Reengineering & Expense Management (REM) part of the Corporate Services & Global Centers Division, established to more effectively manage risks associated with Morgan Stanley's use of internal and external Third Parties to provide goods and services.
TPPM's key objectives are:
Enable a firm wide Third Party Risk Management (TPRM) program based in 1LoD
Implement a firm wide TPRM strategy, processes, and tools
Execute due diligence and ongoing monitoring
Implement clear, consistent information and reporting to identify, measure, monitor and manage firm-wide risks
Maintain compliance with regulatory requirements
The Position
Role: Executive Director, TPPM EMEA Regional Lead
Location: London, UK
Reports to: Global Head of Third Party Program Management
Scope: 1st LOD, Third Party risk management, including outsourcing for EMEA
Responsibilities:
The role will be responsible for leading the EMEA TPPM team to facilitate implementation and to enforce consistent compliance with the Firm's TPRM framework in the region. The job holder will lead a regional team to support Morgan Stanley's Business Units to manage Third Party risks and maintain all Third Party arrangements in compliance with the Firm's internal policies, external rules, and relevant regulations on all aspects of Third Party and outsourcing risk management.
Specific responsibilities include:
Oversee all aspects of Third Party and outsourcing (together Third Party) risk management in the region, ensuring TPPM objectives are delivered in a consistent manner with the global framework and regional and jurisdictional internal policies and regulatory requirements are addressed; partner with 2LoD, including Operational Risk as part of our Compliance Department, as required
Define a coverage model for the region to facilitate the delivery of TPPM objectives; collaborate with other Regional Leads to ensure global alignment and coordination
Support Morgan Stanley's Business Units in identifying and managing Third Party risks in accordance with the Firm's TPPM framework, coordinating with other functional and regional TPPM teams as required
Partner with other TPPM global, regional, and functional leads to: (i) ensure the global Framework is fully embedded across the region; (ii) oversee the Firm's adherence with global and regional regulatory requirements and industry best practices; and (iii) share regional best practice
Leads the assessment and implementation of requirements of regulators and senior management in the region relating to management of third parties, including operational resilience, partnering with relevant groups
Build strong stakeholder engagement model to promote TPPM in the region and support the firm-wide Third Party change management program
Participate in global and regional Third Party Governance Committees (TPGC) and support the co-chairs of the EMEA TPGC
Acts as an escalation point for significant EMEA Third Party risk and resilience issues or material change and ensure these are escalated to the global and regional TPGC's, as appropriate
Specific Responsibilities, continued:
Maintain an in-depth understanding of the Firm's Third Party operations, outsourcing environment, industry knowledge and regulatory changes in EMEA and keep the global team apprised of EMEA perspectives
Review and measure EMEA team's achievements against defined metrics to assess effectiveness of the organization
Oversees and provides leadership to the TPPM staff based in the EMEA region and supports REM leadership in the region
Provides briefings to the accountable Senior Manager (UK Board Member) relating to third party risk in support of the discharge of their responsibilities
Identify training needs and coordinate training delivery in EMEA with respect to TPPM processes and BU roles and responsibilities
Identify and manage inter-dependencies with Recovery and Resolution Planning and Operational Resilience, with an objective to optimize processes and tooling, data consistency and risk management in both BAU and resolution
Make staffing decisions and utilize succession planning to accelerate the team development and provide appropriate degree of staffing contingency in the region
Provide a strong leadership presence in the region by establishing, prioritizing, and coordinating Third Party related projects; driving continuous improvements to the controls and efficiency of processes; and leading Third Party risk and outsourcing related dialogue and reporting to regulators
QUALIFICATIONS
Qualifications and experience:
The successful candidate will have experience in Third Party and outsourcing risk management, preferably in a management role for Banking or Financial Services organizations. More specifically, qualifications ought to include:
10+ years in a management role working with global teams in a fast-paced environment with a demonstrated ability to meet goals and deadlines
Experience in Third Party and outsourcing risk management
A strong understanding of Third Party and outsourcing regulatory landscape in EMEA
Deep knowledge of Third Party internal control and risk management with strong understanding of business operations
Experience implementing and/or maintaining operating models for a Third Party risk management function in global industries with a strong customer centric focus
A demonstrated ability to think strategically, to build credibility and to influence key internal and external stakeholders
Exceptional project management skills evidenced by a track record of success leading engagements or other problem-solving initiatives requiring coordination of cross-function team members with varied backgrounds and skills
Proven ability to lead, influence, train, coach, motivate others and demonstrated ability to enforce accountability to drive results
Experience participating in Third Party and outsourcing risk reviews for regulatory and/or internal audit
Excellent communication and presentation skills and proven ability to effectively interact with senior management
Outstanding letter and presentation writing skills
Experience setting achievable and specific organizational objectives
Ability to discern where to place efforts/actions to add the greatest value and maximum impact
High energy level, intelligence, maturity, and unquestionable integrity with a team orientation
