Introduction
The Strategic Estates (SE) team manages all property and engineering infrastructure across the Parliamentary Estate. The Estate consists of around 14 main buildings ranging from the historic Palace of Westminster to the modern Portcullis House, is located within a UNESCO World Heritage site, and spans 4 conservation areas.
The Design and Planning team manages the lifecycle of the buildings together with proving advice and assurance to the Project Delivery and Maintenance groups. Design and Planning has a core of expert in-house staff providing continuity, direction and support to colleagues, consultants and contractors, and represents the estate with key external bodies. It is staffed by Chartered professionals covering Architecture and Conservation, Fire Engineering, Environment and Sustainability, Building Services Engineering, Electronics, Control Systems Engineering, Asset Management, and Interior Design and Workspace.
The Role
We are currently looking for a Technical Support Officer to join our Design and Planning Team. You will work to provide support to the whole of Design and Planning, giving technical guidance and assurance to programme and project delivery teams.
You will undertake contract administration duties to ensure the smooth running of NEC3 contract delivery including active management of design documentation. This is done via Common Data Environments, development and updates of project and technical dashboards for estate-wide projects, assisting contract managers in administering contractual duties in close collaboration with other departments, maintaining libraries of technical standards, processing security pass applications, responding to technical “Request for Information” (RFI), raising purchase orders for financial and tracking action points from meetings, including schedules.
Some of the responsibilities for this role include:
- Contract administration for NEC3 type framework agreements and contracts (such as Multi-disciplinary Design Services framework)
- Maintain shared online databases to assist contract management data
- Organise contract compliance meetings on a regular basis with consultants on the framework
- Owning and managing the Design Review and Asset Management Processes
- Providing overview and trend analysis of the team wide high-level risks, issues and opportunities logs.
Skills and Experience
Qualification - Diploma or HND or HNC
To be successful in this role you will demonstrate:
- Experience of using Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, SharePoint, Visio, and other applications.
- Examples of successful knowledge and use of good digital tools usage for handling records, data, and collaborative trackers or dashboards to improve processes.
- Knowledge of working within and supporting a fast-moving team to ensure that the team objectives are delivered to time, budget, and agreed quality standards.
- Experience of successfully administering contracts and demonstrating knowledge of its application in the context of construction projects, in an environment where you are accountable to diverse and challenging stakeholders.
- Experience of working collaboratively within a diverse team, promoting, and maintaining an atmosphere of openness and acceptance to include principles of equality, diversity and inclusion.
