Main Purpose of the Role

  • To lead on the development, management, and successful implementation of LHCs specific energy efficiency, decarbonisation and retrofit framework offerings.
  • Provide advice and support the development of energy efficiency, decarbonisation and retrofit criteria into all of LHC’s framework offerings
  • To be the subject matter expert, focal point and ambassador for best practice, innovation and emerging technologies in relation to energy efficiency, retrofit and achieving net carbon zero.
  • To hold detailed knowledge of energy efficiency, decarbonisation and levelling up related funding streams and be able to advise LHC and our clients.
  • To represent and champion LHC Group in the sector, ensuring that the business continues to be recognised as the premier technical framework provider for the public sector.
  • To work with the Head of Technical Procurement and senior team to shape LHC Group strategy and to formulate and execute plans for its effective delivery.
  • Working within the wider group procurement team, to contribute industry leading technical knowledge to support the development and ongoing management of LHC products and services.
  • To reinforce LHC’s reputation for technical excellence through representation of LHC at influential sector workgroups, conference speaking opportunities and network events.
  • Supporting regional colleagues in engagement with clients and suppliers on delivery of LHC products ensuring technical requirements are met and providing ongoing technical advice and support when required.


Specific Role Responsibilities

  • Lead in the expert technical knowledge of energy efficiency, retrofit and net carbon zero within the built environment.
  • Monitor government grant and other non government funding streams related to energy efficiency, decarbonisation and sustainability related and raise awareness of them to LHC colleague, our clients and our appointed companies.
  • Provide high level support and advice to LHC clients on the availability and applicability of funding streams and the application process.
  • Develop technical specifications, tender evaluation questions & criteria and performance requirements (including KPIs) to support the production of LHC procurement products to meet agreed programme deadlines.
  • Evaluate tender submissions received from tenderers, in accordance with agreed criteria and programme deadlines.
  • To provide training to LHC staff relating to the technical elements of LHC products and wider construction related topics (such as changes to building regulations).
  • Where required, to provide support to regional personnel in advising clients on technical issues or queries.
  • Working with regional personnel, collect data and report on the performance of LHC products in terms of value for money and other specific KPIs.
  • Participate in influential workgroups, conference speaker opportunities, written articles and network events related to the specific area of technical expertise and contribute as advocate and in promotion of LHC.


General Responsibilities

  • To prepare and take part in presentations to visitors and current and potential clients (contracting authorities, building contractors and suppliers) using the various audio-visual aids available in the LHC offices and elsewhere
  • Travel throughout the UK to visit customers, suppliers, or consultants as and when required.
  • To support and implement the cultural values and mission of LHC
  • To maintain a personal continual professional development plan to retain up-to-date, industry leading technical knowledge in the specific area of expertise
  • To undertake any other duties commensurate with the general level of responsibility of the post at the discretion of the head of Technical Procurement.


Working Hours


Although the position is 36 hours per week and LHCPG prides itself on our commitment to our people’s wellbeing and fostering a good work life balance; on occasion hours may be varied and the postholder may be required to work outside of normal business hours to meet the needs of the business.
