As a member of the Solutions Engineering and Architecture Team, the Systems Engineer I/II is responsible for planning, coordinating, designing, installing, upgrading, and supporting business-critical applications. The Solutions Engineering and Architecture Team is responsible for performing application maintenance and monitoring, systems patching, updates, server upgrades, application architectural design, and support.
Specific Duties:
- This position will focus on the capabilities of software solutions and planning to engineer enterprise systems that are robust, secure, reliable, scalable, flexible, and meet customer expectations for Recovery Time Objectives and Recovery Point Objectives.
- This position is responsible for identifying application hardware and software requirements, creating architecture plans, creating implementation plans, installation of software, and developing support documentation for systems assigned and hardware/software life cycles. The selected applicant will design, install, baseline, support, maintain and upgrade the City's enterprise software solutions with an emphasis on maintaining systems current with vendor versions and updates, properly monitored, documented, and securely controlled.
- Pursuit of relevant IT industry certifications is strongly encouraged for the duration of employment in this position.
The selected candidate will have the opportunity to work a hybrid/telework schedule within the Hampton Roads area.
CJIS/PREA Disclaimer: ***This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or a minimum of ten (10) years of US Residency requirements.

Minimum Requirements:
Systems Engineer I Minimums: Requires a Bachelors Degree in an Information Technology related field plus two (2) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to six (6) years in fields utilizing the knowledge, skills and abilities in technology systems, systems functions and systems capabilities; and associated with such positions as Systems Engineer, Network Engineer, Database Administrator or Programmer Analyst.
Systems Engineer II Minimums: Requires a Bachelor’s Degree in an Information Technology related field plus four (4) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to eight (8) years in fields utilizing the knowledge, skills and abilities in technology systems, systems functions and systems capabilities; and associated with such positions as Systems Engineer, Network Engineer, Database Administrator or Programmer Analyst.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Position may require two or more Professional Industry Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in the requisition that announces the vacancy.

Preferences:
- The candidate will be a team player with experience working in a large enterprise environment in one or more of the following roles:
o Server or Network Administrator
o Network Engineer
o Web application support
- HIGH PREFERENCE: Experience in large or enterprise environments with current Microsoft products including Microsoft Windows Server 2016/2019, Microsoft SQL 2012 and above, and Microsoft Internet Information Server 8.0 and above.
- Experience as a Windows System Engineer.
- Possess current or demonstrate the pursuit of relevant IT industry certifications. (i.e., Microsoft, AWS)
In addition to the above preferences, the Systems Engineer II will also have:
- Experience supporting cloud-hosted applications.
- Experience with creating architectural designs for on-prem applications and cloud applications.
- Experience working in Azure and AWS environments.
- Experience supporting highly critical applications for public safety such as Computer Aided Dispatch (CAD), Offender Management System (OMS), Forensic Case Management (FCM), 911 Advisor, or similar applications.
- Working knowledge of AWS, Azure, or GCP. (All 3 are not required.)
- Experience with migrating applications to the cloud.
- Maintain the operations of applications in cloud services
