The San Mateo County Human Services Agency (HSA) is seeking a qualified Central Support Services Supervisor (Human Services Supervisor). The Central Support Services Supervisor supervises child welfare support staff in various job classifications within the Human Services Agency, Children and Family Services branch; implements and evaluates programs utilizing data and performance metrics; establishes work standards and monitors staff performance; trains staff in work policies and procedures and ensures compliance with set work standards; assists and guides staff in managing challenging situations in the field(including de-escalating clients); responds to on-call needs, and utilizes innovative and creative methods to serve child welfare clients and support social workers.
There is currently one supervisor vacancy in the Central Support Services unit, and the position co-supervises with a second Central Support Services Supervisor. There are approximately 25 staff that make up the Central Support Services team who work primarily in-the-field and consisting of both permanent and extra help.
The incumbent will directly supervise a unit of approximately 10-15 field staff including: family care workers, community workers and transportation officers. These staff members include those who are permanent, extra help, full-time and part-time. Central Support also has two lead staff that assist with staff consultation and program support.
The duties may include but not limited to: implementing and monitoring programs; training staff; conducting performance evaluations; monitoring the Central Support unit's activities/trends; utilizing data to provide system improvement recommendations, scheduling staff to provide child welfare support services 24/7; developing processes and programs to improve service delivery in the child welfare system, and performing other duties assigned.

Knowledge of child welfare policies and practices.- Experience working with children and families involved in the child welfare system.
- Experience supervising field-staff in fast-paced, high activity settings.

- Experience hiring, training and supporting staff members who work with clients in the field.
- Knowledge of program implementation.
- Experience with monitoring programs and making data-driven recommendations and decisions.
- Knowledgeable in utilizing the CWS/CMS database.

- Innovative and willing to experiment.
- A strategic planner.
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of professional level administrative or programmatic experience in a human services or related program.
Knowledge of: Principles and practices of employee supervision and training; principles and practices of public administration and management; principles and practices of the specific program areas to which assigned; principles and practices of contract development, negotiation and monitoring; principles, practices and techniques of administrative and programmatic research and analysis; functions of public social services and agencies and the interrelationships of the various disciplines in the human services field; applicable federal, state and local laws, rules and regulations, and County and program policies and guidelines related to the program area; computer applications related to the work; office administrative practices and procedures, including records management and the operation of standard office equipment; public and community resources and programs; principles of human dynamics as related to client services; methods of providing human services effectively and principles of engaging community and other partners in the provision of social services.
Skill/Ability to: Plan, assign, supervise, review and evaluate the work of others; train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors; administer and coordinate human services programs; coordinate individual and group efforts; foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions; supervise the development and evaluation of proposals and negotiation of contracts and agreements; develop, monitor and analyze budgets and program performance; supervise administrative and programmatic research and analysis; analyze, interpret and apply various regulations and requirements; organize, manage and monitor cases and maintain accurate files, records and statistics; write and interpret reports; analyze information and situations and use sound independent judgment to make decisions and determine appropriate courses of action; deal tactfully and effectively with a variety of individuals who may be emotional, hostile or irate; establish and maintain effective and cooperative working relationships with those contacted in the course of the work and communicate effectively orally and in writing with people of diverse backgrounds and cultures.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in the County San Mateo, California and applicants must participate at their own expense.
