Join Police Digital Service as Strategic Target Operating Model Consultant.
This is a contractor position until February 2024.

The Police Digital Service is the UK organisation responsible for coordinating, developing, delivering, and managing digital services and solutions that enable UK policing to safely harness technology to improve public safety. Funded by policing, PDS works with law enforcement organisations, private industry, charities, public bodies, and government to deliver digital services and solutions with policing, for policing.
To protect people from harm in our rapidly changing world, police services must not only keep up with technology and business changes but develop capabilities and ways of working that will enable them to adapt to and deal with the complexity of modern criminality.
Ours is a team of experts in commercial services, technical assurance, data, digital transformation and innovation, with unique experience in policing and national programme delivery. Together with our public and private sector colleagues, we are driving several ‘in-flight’ national programmes.
The PDS is the delivery vehicle for the National Digital Strategy which we co-authored with the National Police Technology Council and launched at our Police Digital Summit in 2020.
Key Responsibilities:
Development of PDS Target Operating Model – Outcome of the work will be a new PDS TOM – Responsibilities of supporting the work for the following:
- The review of the current high level defined PDS Services.
- Assure that departmental services are aligned to deliver against the high level PDS services defined
- Review of proposed PDS organisational structure will deliver the departmental services.
- Assess the proposed PDS organisational structure in relation to workflow through the organisation.
- Consider PDS internal governance (aligned with external stakeholders) to deliver the PDS Services
- Assist in the redevelopment of the PDS Business Plan to align to the development of PDS capabilities and services
National Digital Strategy Refresh – Outcome of the work will be the ‘sign-off’ of the National Digital Strategy through NPCC Governance. Responsibilities of support the work for the following:
- The management of the collation of feedback from senior stakeholder to ensure it is appropriately adopted into the new refreshed Strategy.
- Review of the refreshed Strategy to ensure consistent tone throughout the document.
