Overview

We are seeking to appoint a Consultant with complementary skills to the local and regional requirements. This offers an excellent opportunity for someone with the appropriate subspecialist skills to join the team to cover a potential catchment area of our client’s NHS facility.

Applicants must hold full registration and a licence to practice with the GMC.

Candidates for Consultant posts must also be on the GMC Specialist Register (including via CESR/European Community Rights) or will have a CCT/CESR(CP) date within 6 months of interview.

This is an exciting opportunity to work in a large, highly supportive and enthusiastic paediatric team providing inpatient and outpatient General Paediatric services across Bedfordshire. The paediatric team are leading members of pilots of new ways of working in Bedfordshire and are involved in pilots of transformational models of care linking in with GP’s and other primary care health, education, social care and third sector professionals.

Bedfordshire is a county in the East of England. It is a ceremonial county and a historic county, covered by three unitary authorities: Bedford, Central Bedfordshire, and Luton.

Bedfordshire is bordered by Cambridgeshire to the east and northeast, Northamptonshire to the north, Buckinghamshire to the west and Hertfordshire to the southeast and south. It is the fourteenth most densely populated county of England.

The southern end of the county is on the chalk ridge known as the Chiltern Hills. The remainder is part of the broad drainage basin of the River Great Ouse and its tributaries. Most of Bedfordshire's rocks are clays and sandstones from the Jurassic and Cretaceous periods, with some limestone. Local clay has been used for brick-making of Fletton style bricks in the Marston Vale. Glacial erosion of chalk has left the hard flint nodules deposited as gravel—this has been commercially extracted in the past at pits which are now lakes, at Priory Country Park, Wyboston and Felmersham. The Greensand Ridge is an escarpment across the county from near Leighton Buzzard to near Gamlingay in Cambridgeshire.

In 2019, there were 675k residents in Bedfordshire county with an average age of 38.8 years. Population density was 546 residents per square kilometer. Population grew by 18.1% since 2002 and population average age increased by 1.8 years in the same period. Based on Census, there were 2.53 residents per household in 2011.

Department

The Department of Paediatrics provides a comprehensive general paediatric service for all children under 16. There is considerable expertise amongst the consultant staff in neonatology, cystic fibrosis, epilepsy, diabetes, endocrinology, haemoglobinopathy, nephrology and paediatric rheumatology. General Paediatric and subspecialty clinics are undertaken in hospital facilities & Primary care centres.

The Paediatric Unit has implemented the recommendations contained within the Department of Health Guidance documents “Welfare of Children and Young People in Hospital”, and the Audit Commission Report on Children’s Services. We generally meet the objectives set out in the RCPCH Service Standards 2010. There are clearly defined and agreed departmental policies and guidelines for managing neonatal and paediatric problems. These guidelines are regularly updated and are followed by all medical and nursing staff. The department has a well-structured clinical/critical incident reporting system in place and reports are discussed regularly so that appropriate action can be taken.

A regular system for consultant appraisal is in operation. All junior staff have to undergo regular appraisals as recommended by the Royal College of Paediatrics and Health Education England.

General Duties- guideline only

1. The post holder will be expected to provide a patient centred service, respecting the privacy, dignity and choice of individual patients. They will be responsible with Consultant Paediatric colleagues for the care of babies, children and young people referred for hospital treatment in the Hospital Trust, including inpatient review of patients admitted with diabetes.


2. The post holder will observe and comply with clinical and non-clinical policies and procedures (including local and national employment and personnel policies) agreed with employees and management.


3. The post holder will be closely involved in clinical audit and other clinical governance issues.


4. The post holder will carry out general paediatric clinics as defined in the provisional job plan.


5. The post holder will participate in the consultant ward week system of care with prospective cover. There are two consultants of the week who are both ward based.


6. The post holder will participate in the out of hours duties on a 1 in 12 basis for non resident on calls with prospective cover and pro-rata on call rota one weekend in 8. There is a first and second on call consultant out of hours with different responsibilities.


7. The post holder will participate in our duty to see child protection cases.


8. The post holder will engage proactively with other members of the health economy to help to design and implement transformational models of care.


9. The post holder will be provided with office space, secretarial support and a trust computer to undertake their clinical and administrative duties.


Job Plan

Regular job planning meetings will be undertaken with the post holder to ensure that the appointee is remunerated for any additional activities undertaken and that the job plan accurately reflects the overall workload undertaken by the post holder.


The supporting professional activities (SPAs) allocation within the provisional job plan is an illustrative guide and will be finalised following individual agreement with successful candidates. Further discussion on supporting professional activities will depend on the Trust's requirements and the individual's particular expertise.


Total 10PA’s

There is a clinic commitment of 3 clinics per week.


This job plan will include non-resident on call and consultants work 1:8.5 acute Assessment Unit shifts, 1:8.5 overnight on call and weekday and 1:8.5 weekend hot week shifts.


The job plan will be subject to review after appointment to meet the needs of the department and the appointee.


In addition 1.3PA unpredictable on call is allocated for each mon – thurs first on call.


Salary


This is as described in the Medical and Dental Terms and Conditions, in line with the Consultant Contract (2003). The current full time salary scale (as of July 2020) ranges from £84,559 - £114,003 a year with eight thresholds.


The on call supplement is Category A and attracts a supplement of 5% of basic salary.

Office Accommodation

Office accommodation will be provided for the appointee with secretarial support.

Management Responsibility

All Consultants are required to attend the monthly Directorate Meetings. Post holders will be expected to share in administrative duties allocated by mutual agreement within the Directorate. As part of the Consultant Team, the consultant will offer mentoring support and lead the existing clinical team through, one-to-one support, individual case management and complex cases, identifying development needs and suggesting CPD (Continuous Professional Development) opportunities and responding to clinical enquiries via e-mail and telephone.

Teaching/Research

The consultant will be required to participate in programmes for teaching clinical students, training junior doctors and in clinical examinations. The post-holder’s contribution to teaching, training and research will be included in the regular job plan review. Teaching will take place during programmed activities and flexibly at other times.

  • To provide conditions for improved training opportunities in line with national and local recommendations arising out of GMC and related requirements
  • To supervise and manage the work of his/her junior medical staff and participate in the training and development of these staff to the standards required by the Royal Colleges.

Clinical Governance & Audit

The consultant will participate in clinical governance activities, including clinical audit, clinical effectiveness, risk management, quality improvement activities as required by the Trust, and external accrediting bodies. There are 6 half day clinical governance meetings per annum which substitute regular fixed sessions. There is a weekly consultant meeting before MDT on Friday to discuss any issues during the week and to plan for next week.

Personal & Professional Development

The post-holder will be required to keep himself/herself fully up-to-date with their relevant area of practice and be able to demonstrate this to the satisfaction of the Trust.

The Trust supports the requirements for continuing professional development as laid down by the Royal College of Physicians and is committed to providing time and financial support for these activities.

Medical revalidation is the process by which the General Medical Council (GMC) confirms the continuation of a doctor’s licence to practise in the UK, provides greater assurance to patients, the public, employers and other healthcare professionals that licensed doctors are up-to-date and fit to practise. It is a key component of a range of measures designed to improve the quality of care for patients.

The Trust supports Royal College guidance on provision of mentors for new consultants in line with GMC recommendations. All newly appointed consultant staff are provided with a list of locally trained mentors who are available for ongoing support as required.
