ENGAGEMENT AND PARTICIPATION YOUTH WORKER

RESPONSIBLE TO: TOWN CLERK

WORKPLACE: Across St Neots and online

SALARY: £25,878 (SCP 15 -within LC1 Above substantive benchmark range)

HOURS: 37 hours per week. To work face to face for a minimum of 60% of the role. Working hours will vary, including daytime, twilight hours, evenings, weekends, bank holidays and school holidays

CONTRACT TYPE: Two years fixed term

PURPOSE OF ROLE: To lead on engagement with young people in St Neots, including establishing evening youth provision, creating a safe social space and working with partners to offer structured activities alongside this.

The successful candidate will also lead on the St Neots Youth Council. This is a Town Council project, designed to engage young people in local democracy, their town and decision making.

RESPONSIBLE FOR: Young people participating in the Youth Council. Young people attending youth provision. Volunteers supporting youth provision

Main Duties & Responsibilities

1. To establish and sustain positive relationships with young people which support personal, social and educational development.

2. Establishment and operation of youth provision for young people. This includes working in partnership to identify needs, embedding the voice of young people in design and creation of service, ensuring services are well-planned and resourced, delivery of services, implementing monitoring and evaluation processes to evidence outcomes of provision.

3. Develop, facilitate and support an active and effective Youth Council ensuring real and meaningful involvement of young people in influencing local services and having a say on issues that affect them.

4. Deliver quality youth work to support the effective delivery of opportunities for young people in St Neots, which actively promotes the involvement of young people, social inclusion and equality of opportunity, including hard to reach youth and minorities.

5. Promote and proactively create opportunities for young people to have a voice and influence matters that are important to them.

6. Manage, co-ordinate and support the development of volunteers who will assist with the running of youth provision. Ensuring they have clear duties, boundaries, and responsibilities. Ensuring regular support and supervision.

7. To contribute towards funding applications and monitoring requirements by providing the voice of young people, evaluation data and evidence to support needs and outcomes of youth provision.

8. To support the necessary day to day administration and finances including: - project budgets, health and safety, record keeping, security and communication, to ensure the smooth running of the programme of activities, services and facilities.

9. Exploring funding opportunities and raising external funding to support activities or youth projects.

10. To develop an understanding of exiting youth groups, activities and offerings within St Neots and help create awareness and links between these groups.

11. To be proactive in safeguarding and promoting the welfare of children and young people. Complying with legal, regulatory, and ethical requirements when carrying out youth work.

12. To work within all relevant policies, procedures, and systems to meet compliance. E.g health and safety; safeguarding; GDPR and relevant data protection, equality, diversity and inclusion.

Additional Duties attached to the Youth Council

13. Develop, promote, and facilitate an active Youth Council which meets at least once a month.

14. Ensure the sustainability of the Youth Council by establishing ongoing recruitment and support.

15. Provide a clear link between the Youth Council and the Town Council, arranging updates and reports to be brought to Council meetings. Engaging young people on Town Council projects, gathering feedback and input from the Youth Council.

16. Provide advice and individual support to Youth Council members and develop opportunities for personal development.

17. Support closer working between the young people in St Neots and other youth engagement mechanisms across Huntingdonshire and Cambridgeshire.

Other information

The role is 37 hours per week. It is recognised that not all duties can be performed in that available time, so prioritisation is essential.

To attend training courses or seminars relevant to the role or needs of the Council as part of an ongoing appraisal system.

To work within Health and Safety Legislation in accordance with the Health and Safety at Work Act.

To attend annual appraisal and at least six-monthly review that will form the basis of your Personal Development Plan, this will be linked to the Council’s Objectives. You will be expected to attend regular meetings with your line manager to allow collaborative support.
