Surrey County Council is committed to agile working and therefore is able to support a blend of office based and remote working, with flexible hours. We'd be happy to discuss what this looks like with you. When in the office the base for this role is Woodhatch Place in Reigate.
Do you have the experience, skills and ambition to strengthen inclusion and improve outcomes for children and young people with additional needs in Surrey?
Our Ambition:
Surrey County Council is committed to ensuring that all children are supported to achieve the very best outcomes in their local community provision. The Council has a range of inclusion services, that operate through a quadrant model, to help realise this aspiration and we are looking for our next Education and Inclusion Service Manager to lead a number of Inclusion and Additional needs services in the South East quadrant of Surrey.
About the role:
In this role you would be leading the following teams:
- The South East SEND team who manage the Education, Health and Care statutory processes
- The South East Inclusion service who works with schools to reduce exclusions and improve attendance
- The South East Access to Education Service for children who are out of school and receiving education other than at school
- The South East Specialist teachers for inclusive practice who support and advise schools on behaviour and learning
This is an exciting opportunity to oversee the work of these teams and align them with health and social care services to offer a joined-up approach to meet the needs of and improve outcomes for children and young people in the local community.
You will also have the chance to lead on specific projects within the innovative SEND (special educational needs and disabilities) transformation programme, which includes the introduction of a person centred EHCP (education and health care plan) format, the use of a digital solution to complete SEND statutory processes, a multi-agency review of the needs assessment pathway and a review of SEN decision making panels.
This role is part of a wider Inclusion and Additional Needs leadership team which is committed to adopting a systems wide approach to identifying and meeting need which builds upon best practice. The leadership team offers valuable peer support which compliments line management support from the quadrant Assistant Director for Inclusion and Additional Needs, which contributes to our developing culture of working collaboratively with schools and the excellent educational provision across Surrey.
The Council is expanding both support for inclusive practice in mainstream provision and the number of specialist school places, with a strong emphasis on continuous improvement and reducing persistent absence and suspensions. While SEND is a key focus for the role, the role also has responsibility for improving outcomes for all our vulnerable learners.
To support you to be effective in this role you will have access to robust management information data to inform your work, which actively listens and responds to the voice of children, young people, parents, carers and staff.
About you:
To join our dedicated, creative team we are looking for someone who can evidence:
- Up to date knowledge and experience of the education landscape and legislative frameworks for children with Special Educational Needs and Disabilities and additional needs
- Knowledge of schools and educational settings
- A track record of managing and leading change
- Senior level experience of managing people
- Ability to monitor complex budgets in a large organisation
This would be a great opportunity for someone with proven experience in leading services which strengthen inclusion and make a difference to outcomes for children and young people with additional needs, such as senior leaders from schools.
