Role
To deliver the Project programme in line with the agreed standards by taking responsibility for all day to day ‘ issues within their defined section of work, as part of the Project execution delivery at Portsmouth Naval Base, PNB.
Purpose
Reporting to the KBS Programme Managers. To ensure the safe, to programme and to budget delivery of projects or a programme of works from Scope to completion and handover. The projects will be either trade packages or main contractor delivered works as required by the Project Execution team at PNB, and of complexity and larger value.
Key responsibilities / tasks will include:
- Overall responsibility for the delivery of Major Projects or programme of works
- Accept scope of works from Programme manager.
- Development of project programmes.
- Control and reporting of cost to budget.
- Act as POC for the relevant project and Interacts with the Client, users and the KBS team
- Coordinate and agree workplans with other PNB stakeholders impacted by the projects.
- Oversight of the design deliverable programme with the Design managers to produce required design information to enable the procurement of packages of work.
- Lead the Cost Plan team to analyse and agree methods of project delivery, procurement routes and tender evaluation to present best value of money and constructability.
- Work with Procurement to tender the works and evaluate returns
- Work with the QS to raise the required Task Approval Form, TAF for KBS and MOD commercial acceptance of the project.
- Raise Procurement requisitions, and management of contractor accounts with the QS.
- Managing the contractural arrangements though NEC 4 or as applicable.
- Ensure all the relevant preconstruction information that is needed to enable the effective commencement of works including is available to the KBS Clerk of Works.
- Regular site visits to ensure that work carried out is delivered safely and is in line with both the agreed method statements and KBS Zero Harm policies.
- Ensure that progress against programme is regularly planned and reviewed, and all potential and/or actual risks as identified by the site management are quickly resolved or bought to the Prog Managers attention.
- Providing pratical completion including working with the Commissioning manager(if applicable) to provide a compliant project.
- Participate in ‘rounds’ with MOD Infrastructure lead as required
- Provide liaison with the O&M team and provision of all relevant handover information and documentation.
- Closure of project with Client and run lesson learnt review.
- Maintain communication and good working relationships with all disciplines which supports KBS Purpose Vision and Values.
- Deputise for the Programme Manager when required
- May supervise or guide one or more professional staff, and be involved in managing their delivery and performance and providing appraisal and support to their development.
Reporting duties including:
- Monitor and report progress to the Programme Manager at regular intervals.
- Report on milestones on a weekly and monthly basis to meet the contract PIs and KPIs
- Review contractor progress meetings .
- Provide forecasted end dates and recommend recovery plans as needed.
- Prepare and issue updates/reports and ad-hoc studies, analysis, and reports. In conjunction with the design manager
- Manage personally controlled project documentation in an orderly manner
- Assimilate information and summarizing it in a manner that can be used to communicate the work scope to others
- Advise and liaise with project client, stakeholder and end user and the Safe to Operate team as necessary.
Your key competencies will be:
Experience in delivering Projects >4M; and greater that 12 month duration
- Good decision making skills
- Experience of working in MOD establishments(preferable)
- Communication and influencing – establishes communication routes, actively listens, clarifies, gives/seeks feedback, clear and concise, persuasive/negotiation
- Organizational skills – plans well in advance, sets clear objectives, reviews progress against plan, ensures enough resources, encourages improvements

Qualifications:
- HNC/HND or Graduate in Project Management, Building, Engineering or Architecture.
- Professional Qualification in Engineering , Construction or Project Management
- Safety training to ISOH or NEBOSH for managers
- SMSTS
Experience and Skills:
- Experience in large multi year projects.
- Knowledge of Building Regulations and British standards.
- Knowledge of engineering construction aspects of delivering
- Ability to work directly with the customer
- Excellent oral and written English proficiency
- Excellent communication skills
- Logical thinking and working in an ordered fashion
- Working knowledge of contracts and NEC 4
