Overview
The Senior Finance Business Partner role will develop and deliver our finance business partnering model. This post will be imperative to delivering a Finance function that is fit for Buckinghamshire as a Unitary Council, to help meet future challenges in Local Government and to be an exemplar of best practice.

About us
Financial planning and analysis are central to the Council’s strategic planning and medium-term financial plan, supporting our Corporate Management Team, Cabinet, key member committees, corporate and service directorates with the decision-making processes of the Council. We are integral to the successful financial management of the council, from developing the key financial strategies and policies, horizon scanning and budget setting, through budget monitoring, finance business partnering, supporting major procurements, supporting the production of our statutory accounts and completion of our external audit.
The Financial Planning and Analysis team is led by an Assistant Director of Finance and includes the Heads of Finance for each Service Area Directorate. The team operates as a collaborative group to ensure that Corporate views and requirements are met across all relevant boards and projects, and that matters pertinent to all areas of Finance are discussed and agreed in an open and collaborative way.

About the role
Reporting to the Head of Finance in each service area Directorate, the post will lead and manage to deliver the respective Finance function. Primary responsibilities are:
- Providing support and comprehensive professional accountancy and general financial advisory services and guidance to Cabinet Members, Corporate Directors, Service Directors, Heads of Service and senior managers on budget management issues, both revenue and capital, service planning, the financial implications of major service developments, including major procurement exercises
- Lead the delivery of accurate financial and performance information, monitoring forecasts and plans for specific areas, ensuring all identified risks are quantified and appropriately recorded, ensuring robust plans for the mitigation of risks are identified
- Work in partnership with the Heads of Service and Service Directorate Budget Managers, within your service delivery areas, to understand the wider financial context and identify developments and challenges which will have an impact on service delivery, budgets, and performance
- Manage members of the Finance Business Partners team
The Council is currently operating a hybrid working model, with an expectation that staff are in the office an average of 2 days per week for meetings and collaborative activities, with the remainder working from home.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements*.

About you
You will be a CCAB Qualified Accountant (with significant experience in delivering successful finance business partnering and financial planning and analysis at pace for a large complex organisation (preferably a Local Authority)
