Brief Description
Please note this is a 12 months secondment/FTC opportunity. This role can be based out of Milton Keynes, Birmingham or Manchester.
The Regional and Route Buildings and Civils Engineering Teams manage all the structures, earthworks and operational building assets that contribute to making the railway an efficient and safe transport system to support the UK economy and provide the service passengers and freight hauliers expect.
As a Senior Engineer you will provide engineering input, support and advice across the Buildings and Civils discipline in developing the long-term strategy for the maintenance, renewal and enhancement of over 14,000 bridge spans, 200 tunnels, 10,000 culverts and retaining walls, and 30 miles of sea defences, 2280 miles of earthworks, 562 stations and 2200-line side buildings; and their alignment with railway enhancements. You will be a high quality civil or structural engineer who can add value to our business and ensure the railway remains safe and develops to meet the demands of the future.
The role involves management of the Renewals and Enhancement process from end to end. It includes working with the Route teams to develop renewals workbanks, developing and maintaining the Requirements Asset Management Policy and tracking and managing the close out of projects with a particular focus on Health and Safety Files. It includes undertaking assurance across the Region for the disciplines and driving continuous improvement in the regional approach to managing safety and performance. You will provide a comprehensive region-based Buildings and Civils support service to route engineering teams, focussed on delivery of regional and route objectives.
About the role (External)
Key Accountabilities
1. Provide expert advice input and support associated with the provision of services for our customers and suppliers.
2. Support professional leadership for a designated engineering discipline.
3. Support the setting of policy and standards, operational processes and systems. Manage the design and delivery of programmes for the development of technical capability required within Network Rail, including the competence framework and effective training materials.
4. Provide the technical input to the development of the standards, specifications, means of compliance and KPIs for Asset Management, including system risks. Support engineering analysis and risk assessment, including assessment of applications for derogations and non-compliance.
5. Discharge Network Rail's CDM related duties as required by company process.
6. Support the development of strategy, technology and assets across functions and with industry partners. Liaise with product manufacturers, including external stakeholder e.g. TOC and provide input into the acceptance processes.
7. Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.
8. Identify opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required.
9. Support Engineering Verification activities.
10. Act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality.
11. Represent Network Rail externally to the industry and input to European issues as required & integrate and co-ordinate activity across different engineering disciplines and contribute to the development of engineers within the practice.
Job Skills, Experience and Qualifications
Essential
- Degree or equivalent in a relevant discipline or able to demonstrate an equivalent level of experience (Level 6)
- Membership of a relevant technical body
- Broad technical engineering experience
- Project or financial planning and management experience
Desirable
- Management or supervisory experience
- Chartered status
- Formal Project Management qualification (e.g. APMP, PRINCE2, PMIP, MSP)
- Proven ability in managing commercial, contractual and financial issues & Knowledge of the railway industry and a understanding of railway infrastructure

Network Rail adheres to a structured pay framework, any salary offered will be within the pay range advertised.
Salary: Band 3C, starting salary £53,202 raising to £59,853. Please note this is a 12 months secondment/FTC opportunity.
