About the role

A fantastic opportunity has arisen to join a multi-award winning team, who are leading the conversation for devolution and levelling-up.

The Greater Manchester Combined Authority’s Communications and Engagement Team is responsible for ensuring that we have a coherent and coordinated approach to engagement and insight, campaigns, communications and media, all of which is delivered to a consistently high standard. We work with numerous stakeholders, including our own colleagues, partner organisations, members of the public, elected members, industry experts and journalists.

We are looking for a Senior Communications and Engagement Officer to lead on some of the comms and engagement activity for our children and young people team. In the short term, the focus will be on the delivery of our campaign for fostering and our work around early years across the city-region. It is an exciting time to be involved in this area of work – as new and innovative campaigns are being developed.

The role holder will work on the campaigns, communication, engagement and media functions as needed. They will drive forward ambitious and innovative campaigns and creative ideas across the whole of Greater Manchester.

The post holder will support all areas of the organisation to develop and deliver meaningful engagement and consultation plans, as well as ensure the organisation effectively uses data, intelligence and insight to inform policy work.

About you

Greater Manchester has a history of doing things differently, of innovation and pioneering new ways of doing things. We believe that involving people in our work leads to better decisions and outcomes. We want to involve people from right across the city-region in the work we do and the direction we take. We also want them to tell us whether we are making a difference – and if we’re not, how we can evolve.

We are looking for somebody who shares these beliefs and is passionate about communicating with the public and wanting to make real, positive difference to major projects to support young people growing up in Greater Manchester.

You will be a proactive, creative communications officer who strives to work to a high standard delivering meaningful and impactful campaigns.

You’ll be a strong and creative communicator with excellent written skills and the ability to translate complex information into compelling and engaging content in a variety of formats for both online and offline audiences. You will be able to bring creative ideas to our work to ensure we’re engaging with people and businesses across Greater Manchester and beyond.

The role also requires familiarity with a range of digital tools such as Canva, Powtoon and Orlo.

In addition, we would love to hear from you if you are an enthusiastic and supportive team player, whilst able to work independently, and if you feel that you will flourish in a fast-paced local government environment.

There will be some out-of-hours work involved in this role, including some evenings and weekends.

About us

Greater Manchester is one of the country's most successful city-regions. Home to more than 2.7 million people and with an economy bigger than that of Wales or Northern Ireland, our vision is to make it one of the best in the world to grow up, get on and grow old. In 2017 Greater Manchester elected a Mayor who, along with the GMCA, has additional powers and responsibilities devolved from the Government. Working closely with the ten Greater Manchester Councils that make up the GMCA, this gives local people more control over issues such as health and social care, housing, transport, work and skills, and attracting investment into the city-region.

As an employer, the GMCA is made up of a number of key Greater Manchester strategic functions and commissioners including the Office of the Mayor of Greater Manchester, the Greater Manchester Fire and Rescue Service (GMFRS), police, crime and criminal justice, waste disposal, environment, homelessness and the Greater Manchester Ageing Hub.

We value the diversity of our employees, and aim to recruit a workforce which reflects our diverse communities across Greater Manchester. The GMCA is an Equal Opportunities Employer and we positively welcome applications from all suitable qualified candidates regardless of age, disability, gender, marriage and civil partnership, pregnancy and maternity, race or ethnicity, religion or belief, sexual orientation, or other personal circumstances. We have guidance in place to ensure that all applicants are treated fairly and consistently at every stage of the recruitment process, including the consideration of reasonable adjustments for people who have a disability.

Hybrid working

This role is part of GMCA’s hybrid working scheme. As part of our commitment to ‘Build Back Fairer’ in Greater Manchester following the Covid-19 pandemic, we have evolved our management methods by trusting and empowering staff to deliver their work in the best way that suits the business and their individual needs, and supports health and wellbeing. Our hybrid working policy sets out a flexible approach, combining attendance at our [Manchester city centre office / Fire and Rescue service HQ in Swinton / other location] with remote working, typically from home; the location of work is primarily dictated by the needs of the business: ‘Do what is right for you and the business on that day’. If appointed to the role you will work with your manager to agree and regularly review the best working pattern for you, your team and your work.
