Seafront Arts Programme Officer

2 year fixed term contract/secondment opportunity

Salary: Band: 8: £32,020 - £34,722 pa. pro rata (£19,212 - £20,833.20 for 22.2 hours)

22.2 hours per week - hours and days to be discussed at interview. (You will be required to work outside of normal working hours and weekends throughout the year).

The Southsea Coastal Scheme is the UK's largest local authority-led coastal defences project, worth more than £130M. It will stretch for 4.5km from Old Portsmouth to Eastney and help to reduce the risk of flooding to more than 10,000 homes and 700 businesses. With work currently commenced along our seafront we are seeking to enhance these significant changes through the delivery of a public art programme in parallel with the environmental scheme.

Your New Role

We are looking for an enthusiastic and experienced professional with a good background in operational delivery across all aspects of creative build and public realm management. This role will develop and deliver a programme of high quality creative and cultural interventions as part of the redevelopment of Southsea seafront alongside the coastal defence improvements.

The core functions of this role will be the delivery of a public art programme, in line with our creative engagement framework and securing the external funding required to deliver the programme. This will involve liaising between design and construction partners, the local authority, community and other stakeholders on a programme of public art, public realm enhancements and public engagement events.

The role will work with artists to manage commissions and contracts. The programme will need to take account of the opportunities for contemporary celebration of the significant and varied heritage connected with the seafront.

The post holder will need to deliver the highest possible quality outcomes which are appropriate for the locations which will be identified for the works including consideration of elements such as durability, sustainability and the lifespan of all elements. They will need to effectively communicate with the broad number of stakeholders who have a high level of interest in the public realm.

An essential part of the role will be the ability to bring in external funding and a very detailed understanding of the options and routes available to do this in a local authority funded scheme as well as a proven track record of securing such funding will be essential.

Reporting to the Partnership & Commissioning Manager this role will foster and support effective delivery of the programme across the scheme understanding the nuances of the needs of multiple users and the seasonal variations this landscape experiences. The role will be located in both the Coastal Partnership office and at the Seafront office in order to effectively dovetail the requirements of the role within the wider coastal defence scheme.

What you'll need to succeed

As well as a passion for the public realm and the role public art can play in it you will need extensive experience in working with multiple partners in diverse and busy environments. We also need this time limited role to have proven experience of working in a local authority, or similar large complex organisational setting.

An excellent understanding of the issues, priorities and challenges in managing best practice in a public art programme and success in securing funding from external organisations or sponsorship to deliver such programmes will be required in this fast paced role.
