Job Title School Business Manager

Grade Giffards Scale 7 or 8 (£37,586 - £43,890 actual salary).

Our current postholder is retiring in August 2023 and we are seeking to appoint an experienced School Business Manager, preferably from June 2023 or as soon as possible after this to facilitate a full handover with the current SBM. The successful candidate will work in partnership with the Senior Leadership Team, reporting directly to the Headteacher, and will provide overall strategic leadership and management for all aspects of the school's financial operations, HR, admin, Health & Safety and facilities management. They will also be willing to be a keyholder.

Working hours/weeks - 37 hours per week, daily 8.30am- 5pm (1 hour for lunch unpaid), term time plus non-pupil days, plus 4 weeks during the school holidays. Paid for 49.8 weeks per year (6.8 weeks annual leave inc bank holidays).

Salary in the range Giffards Scale 7 or 8 dependent on experience – actual salary £37,586 - £43,890.

This role covers a broad and varied remit spanning, but not exclusive to, the below:

· Finance

· Administration

· Premises, including Health and Safety

· Human resource management

· Line management of office and site staff as well as close liaison with the catering team.

· Liaison and support re ICT upkeep in the school

The successful candidate will have:

· Sound experience of financial management and budgetary control in schools, preferably with a school business management qualification or be willing to work towards one.

· A secure understanding and knowledge of human resources procedures and requirements

· Knowledge of data protection legislative requirements and how to effectively manage a professional office and advise others in line with these requirements.

· Excellent computer skills, strong organisational and prioritisation skills and a flexible and proactive approach

· Excellent communication skills and able to demonstrate a high level of confidentiality

· Proven leadership skills and the ability to effectively line-manage staff

· Have experience of IT and knowledge of accounting and school management information systems. A knowledge of FMS would be beneficial.

Job Description:

Reports to Headteacher

Liaison with Headteacher/School Leaders

Job Purpose To lead on all aspects of budget, finance and premises for the school.

  • Act as Chief Financial Officer (CFO) for the Academy Trust and undertake responsibilities as per the Academy Trust Handbook and the Trust’s

Financial Regulations.

  • To lead, operate, maintain and develop the financial procedures and systems of the school, in co-operation with the Headteacher, SLT and governing body (FGB) ensuring that legal and safety requirements with regard to people and property and function of the school are maintained
  • To be responsible for the school site and its buildings, their maintenance, development and efficient use.
  • To function as line manager for all admin and site staff
  • Play a central and creative role in the Schools Leadership Team (SLT)
  • Ensuring that the school is fully prepared to meet DfE/ESFA financial criteria.

Duties General

  • To lead and advise SLT on matters relating to finances,buildings, grounds and Health & Safety
  • To attend all relevant Governing Body meetings, advising trustees where appropriate
  • To take delegated responsibility for financial and premises decisions following appropriate discussions with the Headteacher/SLT/FGB
  • To support the school in all relevant areas of defining and managing risk
  • Willing to be a keyholder

Health and Safety

  • To ensure compliance with relevant Health and Safety legislation
  • To liaise closely with the Health and Safety Consultants
  • To implement, monitor and feedback on the school Health and Safety policy
  • To lead on implementing Risk Assessment procedures within the School
  • To advise staff on health and safety matters as required
  • To report to school leaders on Health and Safety
  • To work closely with the caretaker to ensure that all checks,both in- house or external ,are carried out and records are kept up to date around all aspects of Health and Safety and initiating regular fire practices

Premises
The School Business Manager will be responsible for the overall management and maintenance of the buildings, facilities, grounds, fabric and furnishings of the school, working with the Headteacher, SLT, caretaker and Full Governing Body
(FGB). Specific responsibilities include:

  • Working in collaboration with FGB and Headteacher on compiling and implementing a Premises Development Plan including energy conservation
  • Through regular contact with the caretaker, ensuring the proper maintenance and repair to the school is carried out and progress monitored
  • Ensuring the appropriate placing and monitoring of all service contracts including cleaning and catering
  • Advising on all Health and safety matters including measures in the event of emergencies
  • Appraise projects for the development of the school
  • To be responsible to the Headteacher for the security, maintenance, heating, cleaning and other general site services within the premises
  • To deal with all external agencies delivering services to the school and to deal with all aspects of school-based tendering, including Compulsory Competitive

Tendering

  • To oversee the letting of the school premises to outside organisations and school staff, the development of all school facilities for out of school use with particular reference to the local community
  • Purchase, repair and maintenance of all furniture, equipment and fittings
  • In conjunction with the caretaker, monitoring the work of on-site contractors and arrange estimates for work.
  • To ensure that the best use is made of premises personnel and to be responsible for their allocation of hours and pay claims
  • To monitor and oversee the quality of work by contractors, caretakers and cleaning staff, reporting to governors, as appropriate

Financial

Working with the Headteacher and FGB the School Business Manager will prepare the annual budget for approval. The School Business Manager will be responsible specifically for:

  • Ensuring accurate financial records are maintained in accordance with school policy and are reported on a regular basis to the Headteacher and

FGB

  • Ensuring that the financial transactions in the school are carried out in an appropriate manner and that the financial regulations of the school are observed at all times. This includes ordering, invoicing, bank reconciliations, monitoring cash flow and balance sheets.
  • The provision of detailed management accounts narrative for the

Headteacher and FGB according to an agreed schedule, reporting immediately any exceptional problems

  • To prepare appraisals for particular projects and the development of long- term initiatives for the school
  • To support and provide information required by the FGB to manage audit procedures as necessary
  • To prepare all financial returns for the EFSA and other local government agencies within statutory deadlines
  • To lead on writing the financial sections of bids for funding as required by the

EFSA, DfE and the school

  • Managing the tendering for all school-based service contracts; monitoring all insurance policies with a view to cost effectiveness.
  • Monitor and control of capital expenditure on buildings and grounds, placing of contracts, appointment and monitoring of contractors
  • Monitor the standard and cost effectiveness of the school’s catering arrangements in conjunction with the catering manager within agreed performance indicators
  • To ensure the timely and accurate provision of payroll information on a monthly basis for all school staff.
  • To liaise with accountants and relevant bodies to assist with preparation of the accounts and ensure they accurately reflect the actual spending in the school

Administration and ICT

The School Business Manager will be responsible for those aspects of administration of the school which do not relate to the teaching, supervision and pastoral care of students. Specific responsibilities include:

  • To manage and oversee the efficient and effective running of the general office as one of the school’s main points of public contact as well as the centre of daily administration, allocating work as relevant to the rest of the admin team
  • To ensure the timely completed of census returns and other required DfE/

LA returns.

  • Seeking professional advice and advising members of the SLT/FGB on appropriate insurances for the school and completing the required insurance claim paperwork where necessary
  • To maintain a register of business interests for the school
  • To co-ordinate planning for effective and efficient provision of administrative IT resources at the school including hardware/software and all relevant licences
  • To liaise with external ICT support including ensuring IT security is up to date and relevant, as well as providing basic support for both the curriculum and admin school networks

Human Resources

  • Line management of relevant staff including admin, cleaners & caretaker.
  • To lead on all administration aspects of recruitment inc ensuring all Safer

Recruitment procedures are carried out and overseeing and ensuring accurate maintenance of the Single Central Record.

  • Oversee any advice needed on matters relating to payroll, expenses, sickness and maternity.
  • To maintain confidential staff records
  • To oversee all aspects of administration for staff leavers
  • To adhere to relevant payroll deadlines, ensuring accuracy in all areas of payroll for the school.
  • Monitor staff training to ensure it is up to date

GDPR

  • Ensure GDPR processes are followed in line with school policy
  • Ensure data breaches handled in accordance with guidelines
  • Report to governors regularly around any breaches, SAR and all aspects of GDPR.

General To participate in the performance and development review process, taking personal responsibility for identification of learning, development and training opportunities in discussion with line manager.

  • To comply with individual responsibilities, in accordance with the role, for health

& safety in the workplace
