Chiltern Railways operate between the West Midlands and London, providing journey options to Aylesbury, Oxford, Birmingham, Stratford-Upon-Avon and other destinations. The HSSE (Health, Safety, Security and Environment) team support this in providing a safe railway environment to all its stakeholders, including the public and employees.
The Safeguarding and Security Manager role is responsible for the strategic direction for the prevention of crime (theft, vandalism and other crimes) and the physical protection of our assets, properties, colleagues, passengers and members of the public, to ensure we operate a safe railway. The role holder will be expected to implement appropriate policies and procedures, set the standard for colleague training, review incident reports and evaluate security risks, striving for continual improvement. The Safeguarding and Security Manager will also be required to support and collaborate with the wider HSSE Team and support the team in the delivery of the HSSE Plan in accordance with business and National Rail Contract needs.
Develop, implement and maintain appropriate security management systems for Chiltern Railways, including policies, security and response plans, and guidance for teams
Ensure Chiltern Railways is compliant with the National Railways Security Programme (NRSP)
Develop effective crime and security communication material, ensuring colleagues and unions are consulted and/or informed in a timely manner
Undertake and continually review the training needs analysis for all colleagues in relation to crime prevention and physical security
Organise and deliver, using a risk-based approach, scenario testing and drills, to ensure colleagues understand their role and improvements are identified with action taken
Carry out appropriate security and vulnerability risk assessments for locations and tasks to identify, minimise and eliminate crime and physical security threats and weaknesses
Act as the lead for Chiltern Railways for the Safeguarding on Rail Scheme (SRS)
Act as the point of contact for Chiltern Railways with the British Transport Police (BTP)
Act as the point of contact for Chiltern Railways with the Samaritans charity in the interests of supporting vulnerable people
Working with the Stakeholder Team, coordinate the community safety activities with schools and other local community organisations
Prepare reports and information for the Head of HSSE and the senior management team in Chiltern Railways, as required
Attend internal meetings as the crime and security SME, and other meetings as deemed necessary by the Head of HSSE
Collaborate with and attend external meetings with the regulator, industry bodies, DfT, the BTP and other TOCs as required
Possess interpersonal skills, integrity and commercial awareness to maintain excellent working relationships with both internal and external stakeholders
Experienced user of Microsoft packages – these include Excel, Word, PowerPoint, Outlook
Able to communicate clearly and concisely in written, numeric and verbal form
Be supportive, influential and willing to share knowledge
Able to manage own workload and prioritise
Highly motivated
Strong desire for continual improvement with a commercial and strategic focus
Ability to influence staff and managers at all levels on-business specific matters
