An exciting opportunity has arisen for an innovative and a highly motivated individuals to join the NCC Resilience Team. This post offers an excellent opportunity to engage with a wide range of partners in other local authorities, emergency services, the NHS and other organisations across our large rural county.
This role will follow the current Resilience Officer Job Description (JD) and Person Specification (PS) (attached) but will be much more focused on the redesign, implementation and delivery of our emergency planning and business continuity training offer. This updated training will initially be aimed at internal NCC and Norfolk Local authority wide delivery with the potential to widen the scope if there proves to be a business need and requirement.
The post holder will play a pivotal role in re-writing and re-shaping the Norfolk County Council training offer, bringing it up to date and ensuring its relevance. The post holder should be able to use their own past experiences and knowledge to help bring realism, compassion and personal gravitas into the final delivered products. Experience in delivery this type of emergency facing training and having suitable training qualifications would be an advantage.
They will ensure that the training offer reflects the current National Occupational and Resilience Standards so that any responding staff will be confident and competent to take on any response roles that they may be required to step into during an emergency or incident response.
The post holder will be start of developing and supporting the new Resilience Framework, this will involve in the development, writing and maintenance of emergency management and business continuity plans. They will need to maintain close and effective liaison with a variety of organisations including the emergency services, District Councils, other County Council services, statutory public agencies such as Integrated Care Board (ICB), UK Health Security Agency and the Environment Agency, as well as Voluntary, Community and Faith Groups and many others. This will primarily be delivered through the Norfolk Resilience Forum.
The Officer will work within the Resilience Team and provide support to all NCC Directorates and service teams as well as directly to the managers within the resilience team.
They will have an interest in forward planning, an acute eye for detail and able to build strong working relationships across a variety or organisations. As well as being able to respond calmly and knowledgeably during an emergency, they will have experience of working and achieving results in business continuity, health resilience, logistics and multi-agency emergency planning environments.
The postholders will be primarily working virtually and will be expected to work flexibly to enable effective working relationships to be maintained with staff and stakeholders. The successful applicant may be required to work in other locations across the county. In addition, the post holders will be required to respond to emergencies and many need to take part in 24/7 responsibilities, this may require some additional travel and unsocial working hours.
