HHS Office and Location: A fellowship is available in the Office of Infectious Disease and HIV/AIDS Policy (OIDP) within the Office of the Assistant Secretary for Health (OASH), Office of the Secretary (OS), at the U.S. Department of Health and Human Services (HHS) located in Washington, D.C.

The mission of the HHS is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.

Research Project: We are seeking an individual to do research in collaboration with John Oguntomilade, PhD, the Acting Ending the HIV Epidemic Initiative Lead, to support efforts related to ending the HIV epidemic in the U.S. initiative (EHE). This research is done in the context of the syndemics of STIs, viral hepatitis, substance use disorders, mental health, and HIV.

The individual will research, document and evaluate the current:

  • Understanding and/or awareness of EHE by federal HIV program staff, HIV service community members and other stakeholders.
  • Mechanisms OIDP staff uses to educate and work with stakeholders on EHE-related efforts that amplify its goals and its relationship to the National HIV/AIDS Strategy (NHAS), specifically those impacting the priority communities outlined in both initiatives.
  • Assessment of the effectiveness of program strategies, interventions, communications and community engagement among federal colleagues and key stakeholders related to the implementation and execution of EHE; and other HIV related policies.

Learning Objectives: This opportunity will allow the participant to:

  • Document programmatic public health EHE-related program outcomes that will be used to inform multimillion dollar fiscal investments and national policy/guidance.
  • Attend high level policy meetings to gather information and expand knowledge related to the development of public health policy.
  • Gain exposure to policy related events and learning opportunities.
  • Publish evaluation results on HIV.gov and potentially contribute to/write a journal article.
  • Give or support presentations on findings at annual conferences.

Anticipated Appointment Start Date: July 28, 2023. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for two years, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.

Level of Participation: The appointment is full-time.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.

Citizenship Requirements: This opportunity is available to U.S. citizens, Lawful Permanent Residents (LPR), and foreign nationals. ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Qualifications

The qualified candidate should have received a bachelor's, master's, or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees with completion before November 30, 2023. Degree must have been received within the past five years.
