Job description
The Regulatory Transformation Director will be part of the ACT (Accountability, Culture and Talent) Transformation Lead team, which sits within the COO, and is responsible for providing oversight, standards and central reporting for Citi’s regulatory remediation and cross-company programs.
The ACT Program Group is responsible for strengthening Citi’s culture to support risk management and control, credible challenge and collaboration, while also assessing staff resources, skill, and expertise to execute and sustain a safe and sound system of internal controls and management.
This successful candidate will provide first line challenge and quality control to the work delivered by the Program Group’s initiatives, and focus in particular on work around Workforce Management. This role will oversee the overall book of work related to the establishment of Workforce Management processes for Citigroup globally.
The successful candidate will lead a team of regulatory experts to:
- drive successful delivery of the consent order action plans, ensuring that the work delivered meets the spirit and the letter of applicable regulations;
- provide best practices and collaborative solutions for cross-transformation program engagement; and
- facilitate timely and accurate reporting, both internal and external.
Key Responsibilities
- Manage a small team of 3/4 individuals performing quality control and first line challenge as part of the ACT Transformation Lead team.
- Coaching and developing colleagues within the broader team, taking responsibility for supporting and encouraging their development.

Leading the check and challenge of key program designs, implementation efforts and creation of reporting materials; this will require:
- Developing an understanding of the key business deliverables required for each program and the associated dependencies;
- The ability to provide a review and challenge view of potential risks associated with program delivery on a technical and detailed level;
- Monitoring, interpreting and reacting to emerging regulatory guidance or feedback related to the priority programs and related regulatory issues;
- Consulting subject matters experts when performing the above; and
- Ensuring clear timely escalation of any concerns through appropriate channels.
- Supporting the ACT Workforce Planning initiative by partnering with subject matter experts and providing advice, as well as checking and challenging the strategy, approach, processes, tools and outcomes.
- Proactively identifying opportunities to enhance and strengthen infrastructure and controls in a way that enhance risk management and oversight
- Develop and maintain strong working relationship with key stakeholders within Workforce Management, ACT and Transformation more broadly.
- Collaborating with cross functional partners, such as Legal and Internal Audit, LOBs and regional partners to assess the quality of the transformation deliverables and associated artifacts and provide credible challenge throughout the remediation and validation processes
- Provide support in the production of regulatory reports and updates for Board Committees and Senior Management.
- Participating in and presenting at governance forums for the various Risk Categories to provide a Transformation view on progress, risks and concerns
- Partnering with other Program Groups and functions to help manage project dependencies and elements of the work that impact different geographical and/or functional areas of the Bank.
- Lead on ad hoc priority projects, deep dives, etc as required.
Qualifications:
- Significant experience in Audit, Risk & Controls, Regulatory or Consulting roles, in financial services.
- Ability to inspire trust, influence others, promote collaboration and motivate with demonstrated ability to work with all levels of internal and external management.
- Ability to lead by example, strong influential and interpersonal skills, used to deliver results and push the organization agenda in a complex environment.
- Strong ability to engage at the senior management level and demonstrated communication experience at different levels of organization.
- Track record of managing and reviewing large projects in complex regulatory environments.
- Ability to work effectively in a cross-functional organization. Ability to balance strategic priorities with tactical actions.
- Demonstrated history of seeing the big picture, driving change and managing for results while executing against multiple competing priorities simultaneously.
- Knowledge of Citi products, functions, data requirements, operations and technology solutions and an understanding of the challenges associated with the systems and data.
- Experienced in driving change in a multi-country or global scope, ability to manage cultural differences and champion diversity.
