Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Human Resources is staffed with 30 employees.
Reporting to the Manager, Client Services, the Recruiter will implement effective full lifecycle recruiting including building strong partnerships with hiring managers; developing strategic recruiting plans; sourcing, identifying, and attracting diverse candidates; and screening, interviewing, and communicating Metra's employee brand. The primary duties include conduct recruitment strategy meetings with hiring managers and Senior Human Resources Business Partners (Sr/HRBP) to ensure a complete understanding of the job requirements, candidate matches, and the qualifications needed to fill the role. Develop creative ideas and innovative recruiting techniques to source qualified professionals and a diverse talent pool (i.e., social media, LinkedIn, Recruiter, employee referrals, direct contact recruiting, Internet data mining, job boards, and internal/external networks). Using our applicant tracking system, screen resumes, assess and interview candidates, and provide feedback and recommendations to hiring managers and Sr/HRBPs on candidate selection and the compensation team to determine base compensation. Promote My Metra as a recruitment brand through active participation in job fairs, college fairs, and other networking and marketing events. Develop outreach efforts to achieve affirmative action goals and participate in recruitment events in support of diversity hiring and inclusive sourcing. Work with EEO to establish affirmative action goals. Perform other related duties as assigned to meet the ongoing needs of the organization.
Final salary will be determined in part by the qualifications of the selected candidate.

Job Requirements
- Bachelor's degree, preferably in Human Resources, or in lieu of degree, any combination of education and experience may be substituted for the required degree that equals four years in Human Resources.
- In addition to #1, must have five years of full lifecycle recruitment/talent acquisition experience (in-house experience preferred ) which includes two years creating effective sourcing strategies for diverse candidate attraction, selection, and engagement; and using a metrics-driven approach to recruiting.
- Good knowledge of full lifecycle recruiting components including, sourcing and attracting, screening, interviewing and selecting, reference checking, and on-boarding.
- Good knowledge of federal and state laws regarding employment practices.
- Good knowledge of sourcing and networking resources.
- Knowledge of wage and salary trends.
- Knowledge of general personnel policies and practices.
- Strong organizational and analytical skills with attention to detail.
- Strong verbal and written communication skills.
- Good collaborative and persuasive skills to build consensus in support of decisions.
- Proficient using Microsoft Office (Word, Excel, Outlook, PowerPoint) and computer applicant tracking systems.
- Skill using various on-line networking tools, such as LinkedIn and various selection processes (video interviewing, phone interviewing, reference checks, etc.) to source both active and passive candidates.
- Skill conducting Internet searches on recruitment databases and job boards.
- Ability to recruit for all levels of an organization with exposure to hiring from mid-level to senior management positions.
- Ability to take initiative, be flexible, and prioritize and manage multiple assignments.
- Ability to exercise discretion in dealing with confidential and sensitive information.
- Ability to work independently and as a team player.
- Must possess and maintain a valid driver's license.
- Ability to lift and move up to 10 pounds.
- Must be able to operate a vehicle.
- Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
Preferences:
- Experience using Applicant Tracking Systems, Cadient
- PHR or SPHR or SHRM-CP or SHRM-SCP
