We have two exciting opportunities to join the recruitment team within the Government Commercial Function (GCF). 1 x Recruiter - Direct Sourcing - will focus on direct sourcing, and 1 x Recruiter - Operations & Customer Service will have an emphasis on recruitment operations, process and customer service. We are looking for people who are passionate about recruitment and customer service who can provide great solutions to both our hiring community and the candidates we interact with.

Job description
One of the highest priorities for the Civil Service is improving commercial capability across Government, a priority which is being led by the Government Commercial Function (GCF).
Over the last 6 years the Government Commercial Organisation (GCO) Resourcing Hub has successfully filled over 2000 senior commercial roles across central government departments. Our results speak for themselves, but we also strive to continually improve our recruitment service, both for our hiring managers, and our candidates. You will be joining a great team with lots of opportunities to learn from others and work and interact with a range of different teams across capability.
These two recruiter roles will provide additional recruitment resource to allow us to flex our service more effectively, to reduce our cost to hire, and to ensure that all candidates regardless of outcome are left with a positive view of the Government Commercial Function (GCF). You are likely to be working closely with senior leaders across central government and Arm’s Length Bodies, as well as highly experienced candidates and external partners.
You will be contributing to the recruitment of a medium to high number of placements of mid to senior level candidates, who typically have salaries in the £50-75K+ range
We have two exciting opportunities:
Role 1 - Recruiter – Direct Sourcing:
You will focus on direct sourcing and engaging with both active and passive candidates. This direct sourcing role is a hands on recruiter role, so we expect that candidates will have prior experience in a recruitment or resourcing role, ideally having covered a medium to high volume of roles over a rolling 12 month period
Role 2 - Recruiter – Operations & Customer service: You will have an emphasis on recruitment operations, recruitment process and customer service. For this more operationally focussed role, previous experience of working within a recruitment environment will be advantageous.
For both roles, we are looking for people who are passionate about recruitment and customer service who can provide great solutions to both our hiring community and the candidates we interact with.

Key Responsibilities for both roles, whether you are in the direct sourcing or service/operational role are expected to include:
Supporting the Account Managers in the qualification of new roles
Supporting the Account Managers in generating and attracting candidates:
- Ensuring candidate attraction is not overly reliant on ‘advert response’
- Ensuring a continual focus on attracting and sourcing from diverse candidate fields.
- Utilise the Cabinet Office’s Applicant Tracker System (Oleeo vx) to keep track of good candidates and develop the ATS as a candidate sourcing tool.
Actively manage candidates through the recruitment process from start to finish, with particular focus on:
- Ensuring candidates are given pre interview advice and support
- Ensuring candidates are updated in a timely manner throughout the process.
- Providing credible feedback and guidance from application to offer.
- Ensuring candidate referrals are an outcome of effective candidate management
- Take the lead on overseeing the timeline and facilitation of non SCS level campaigns
Own the data related to your or an Account Manager’s recruitment activity, ensuring the Applicant Tracking System is fully utilised, and the vacancy tracker is fully up to date.
Support the wider team with other campaign related activity. This is not limited to, but could include:-
- Assisting with strategic projects
- Owning recruitment escalations
Acting as a role model to more junior members of the team
Liaising with external suppliers
Specific to Role 1 - Recruiter – Direct Sourcing:
- Where appropriate take the lead on managing campaigns.
- Take the lead on direct sourcing activity by proactively using LinkedIn and other research methods to identify, attract and source suitable candidates
- Promoting direct sourcing initiatives, and overseeing effective talent pooling.
Specific to Role 2 - Recruiter – Operations & Customer service:
- Own the candidate journey and ensure a memorable candidate experience for all applicants as measured through feedback surveys
- Ensure hiring managers are clear on process steps to follow and ensure they have a positive interaction with the recruitment team as measured through feedback surveys
- Play an active role in the development and continuous improvement of the overall recruitment proposition.
Person specification
Experience and Skills Criteria, suitable candidates are likely to be able to evidence in the following areas:-
- A track record of identifying and recruiting hard to find candidates
- Ability to turn passive candidates into active candidates
- Experience of filling roles with a high ‘direct fill’ percentage, whilst knowing the right time to engage with strategic suppliers.
- Well developed communication skills and the ability to influence senior stakeholders
- A good understanding of how to deliver great Customer Service
- Good IT skills with excellent attention to detail
- A strong attention to detail and the confidence to take ownership of recruitment processes and be proactive in challenging/escalating areas of concern
- Able to adapt and react to changing priorities to meet both the current and future needs of the organisation and think beyond an immediate issue.
Essential Criteria
Experience within a recruitment environment with expertise in direct sourcing using media platforms (e.g. LinkedIn and Job Boards) to identify and source suitable candidates; experience with candidate management and using an Applicant Tracking System (ATS).
