- Our mobile property estate includes almost 20k mobile cell sites with a complex network of landlords, agents, lease agreements and network sharing agreements with the Operator Three. We share ¾ of our estate with Three, with the remaining being BT/EE unilateral. All sites are estate managed by MBNL, which is 50/50 owned by EE & H3G.

- This specialist will be responsible for managing and negotiating wayleave agreements, overseeing the implementation of wayleave processes, and ensuring compliance with regulations and guidelines.
- This area manages a significant opex budget across all deployment programmes.
- This role is also key to understanding how BT can benefit from introduction of the Electronic Communications Code.
What you’ll be doing
- Lead and manage a team of wayleave professionals, providing guidance, training and support as necessary.
- Develop and implement wayleave processes and procedures, ensuring that they are in compliance with relevant legislation and regulations.
- Negotiate and manage wayleave agreements (both 1st and 3rd party) with landowners, local authorities and other relevant parties, ensuring that they are in line with company objectives, values, standards and deadlines.
- Working with both external and internal stakeholders and H3G and MBNL, to ensure that strategy and processes are arrived at and are adhered to and that high performance relationships are built up.
- Ensure that wayleave activity reports are produced accurately and in a timely manne
- Accountability for ensuring finances are budgeted and in place to deliver upon all deployments
- Ensuring that all required accesses and permits to work are arranged in a timely manner.
- Owning all escalations in relation to approvals for settlements
- Review new projects and determine property impacts and drive into implementation and beyond.
- Ensure that new projects on our existing estate are correctly resourced.
- Prepare updates for Board and senior management meetings.
Skills Required For The Job
- Significant experience in managing and negotiating wayleave agreements, ideally within the telecommunications industry.
- Communication skills compatible with effective communication at any level within BT and our suppliers
- Able to effectively engage with all necessary stakeholders to ensure alignment to strategy
- Be comfortable making recommendations for delivery roadmaps and plans
- Confident engaging with external suppliers, BT Procurement and the Mobile deployment supply chain team to achieve optimum blend of value and delivery
- Must also work with the Assurance team to monitor supplier performance, assess supplier risk, review single source models and recommend commercial risk mitigation
- Business acumen: Knowledgeable in business strategy and the drivers of organisational performance, including people drivers of performance and financial literacy (e.g. business KPIs, business cases)
- A good sense of humour and meticulous attention to detail

- Must understand the complete lifecycle that underpins the provision of BT mobile coverage
Experience You Would Be Expected to Have
Mandatory
- Appreciation of ‘as is’ mobile technology architecture and future strategy direction.
- Understanding of mobile sites’ types and lease agreements and in particular a proven record of RAN estate management.
- Understanding of the end to end life cycle of RAN sites.
- Recognised property industry qualifications preferable (e.g. RICS membership).
- Setting of budget forecasts and managing spend to within that envelope.
- Working across and bringing together various internal and external stakeholders including programme managers, lawyers etc.
- Must understand the detail of commerical contracts and be able to manage suppliers according to the contract.
- Achieve corporate aims through the vechicle of property.
