A great and exciting opportunity has arisen within the Participation, Innovation and Improvement portfolio for a permanent Quality of Practice Tracking Manager to support the further implementation and embedment of the Quality of Practice Framework across the practice system. This is a critical post that will be key in driving forward the work within the Quality of Practice Framework which relates to supporting the service ensure that key activity is delivered in a timely way. This post will support the workforce across Children and Young People Support and Safeguarding Service (CYPSSS), including Early Help and Prevention Portfolio. The service aspiration is to support the wider Children, Families and School Directorate as the service develops and evolves.

The role will require a candidate that has passion for data analysis and understand quality who is looking to develop experience of working in analytics in an exciting role that is central to the development of a quality driven service. This is a specialist role in a large and extremely ambitious service, working across multiple products, channels and with multiple users.

The main priorities of the Quality of Practice Tracking Manager are supporting the holistic practice system and will include:

  • Tracking and supporting the practice system and our legal colleagues deliver timely outcomes for children, young people and their networks who are subject to court processes.
  • Supporting the practice system in delivering high quality court work through the provision of high support and high challenge around the delivery of local authority reports and evidence to the courts.
  • Tracking and supporting the practice system deliver the principles of the Permanence Strategy across the holistic practice system.
  • Working with the Head of Service (Participation, Innovation and Improvement) to deliver an effective Permanence Tracking panel to ensure drift and delay in implementing children’s permanence plans does not have a detrimental impact.
  • Working with Heads of Service to ensure high quality risk assessments are completed for those children and young people residing in unregulated and/or unregistered homes, working closely with our Independent Reviewing and Safeguarding service.
  • Working with the ADM for fostering and adoption to ensure timely and high-quality information is presented for decision making and that systems and process are child centred and avoid drift and delay.
  • Working with the Head of Service (Participation, Innovation and Improvement) in contributing to the wider local authority activity around creating a ‘single view of the child.’
  • Contributing to the Practice Improvement and Quality Assurance agenda within the practice system to help embed a performance driven culture that leads to high quality outcomes for children, young people and their networks.
  • To be responsible for supporting performance management analysis within teams, working alongside team managers to identify team and individual worker performance challenges so that appropriate support can be provided.
  • To work with our national and regional neighbours around any data and reporting activity to ensure that the East Riding of Yorkshire have the relevant information to be able to analyse comparative data to inform future service delivery. This will involve working alongside our Informatics Manager.

This post forms part of a wider commitment by the Children, Families and Schools Directorate to support the practice system to deliver impact and focused outcomes for our children, young people and their networks via building a sustainable foundation of support to our holistic workforce. The post holder will be line managed by the Quality of Practice Manager and will work closely with the Principal Children and Families Social Worker and the Principal Practice Lead in ensuring that all activity complements with the recently launched Model of Practice. The post holder will also work closely with colleagues within the Performance Team and with colleagues across the wider Children, Families and Schools Directorate. The post holder will work within our practice system supporting front-line practitioner and front-line managers deliver high quality and timely outcomes for children, young people and their networks.

The Office Base for this role will be County Hall, Beverley although will work across the East Riding of Yorkshire footprint alongside the Heads of Service within the service. Working arrangements will be hybrid and working days are Monday to Friday.

The right candidate

We are looking for an energetic, creative and experienced social worker who can demonstrate tenacity and enthusiasm in making a positive difference to the lives of children and young people through the support offered to colleagues in all areas of practice. You will have proven ability of supporting your colleagues and will be able to evidence that you meet the criteria of Advanced Social Worker.

You will have an in depth understanding and experience of working with children, young people and their networks and experiences of working within a children’s social care setting, as well as a thorough knowledge of legislative frameworks and demonstrable commitment to the values of family involvement, relational approaches and empowerment.

You will have an in depth understanding and experience of working with children, young people and their networks and experiences of working within a permanence planning context.

Therefore, it is essential that the post holder is able to work effectively with others with a flexible and adaptable approach in a relational based approach – always demonstrating their commitment to working to the highest possible standards whilst remaining at all times child centred.You will have excellent written and oral communication skills which will enable you to support and you will be able to demonstrate a high level of motivation and the ability to work independently, with skills in working within timescales and with conflicting priorities.
