Qinetiq US is seeking a Quality Control Engineer to support the QinetiQ Program Management Office (PMO) that manages the DHS Customs & Border Protection Tethered Aerostat Radar System (TARS) program. The TARS program leverages aerostat systems to provide persistent surveillance and detection capabilities, to the U.S. Government customer across eight (8) different operational sites.
The successful candidate will be responsible for managing the overall TARS Quality Control Program, focused around quality processes and supporting overall product repair and delivery quality. They work with regional site managers and on-site shift crews to ensure quality standards are met. The ideal candidate will be able to work independently while taking the initiative to communicate progress with the Program Management Office and key leaders within the program. They will have strong people and customer service skills and a proven track record of process improvement and project management. This contract is large-scale, multi-faceted spanning multiple years, multiple locations, and requiring comprehensive reporting & tracking. Specific responsibilities include:
- Serve as the Senior Subject Matter Expert and responsible for overall management of the program’s Quality Control program.
- Responsible for developing, implementing, and coordinating quality plans, operational procedures, quality assurance program, quality detection systems, quality measures, process qualifications, detailed process procedures, Root Cause analysis, and KPI trending.
- Prepares the program Quality Control Plan; provides updates as needed; and validates compliance to written plans.
- Conduct training on quality management processes and procedures.
- The position works remotely and establishes written policies and plans to enact an effective Quality Control program, but also requires recurring travel and site visits to validate the implementation of programmatic processes.
- Conducts spot inspections for quality performance.
- Plan, conduct, and direct audits of products, processes and the quality management system.
- Collect, analyze and present key performance indicators and process improvement metrics; provide organizational roadmaps for continuous improvement.
- Apply process controls including controls using statistical methods at appropriate process control points.
- Incumbent has complete authority and responsibility to take an action necessary to ensure contract compliance, to include stopping work.
- Tracks program risks and deficiencies and tracks/coordinates necessary corrective actions across the program.
- Reviews, approves and tracks all process change requests in the TARS specific Management Information System (MIS) entitled SPADE (a Share Point based platform).
- Assist with special projects as assigned.
- Successfully completed Background Investigation with a Favorable Suitability Determination, and issuance of DHS Suitability determination
- Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA
- Requires 5+ years of direct quality control / assurance experience
- Excellent writing skills; previous experience with drafting QA/QC plans, policies, and procedures
- Collaborative approach to integrating with programs and providing guidance
- Experience performing root cause analysis and developing sustainment corrective actions
- Up to 20% travel required.
- Familiarity with lighter than air programs such as TARS, TASS or PSS-T
- Project Management experience supporting government clients
