What's involved with this role:
Interim Public Health Strategic Manager– Public Health Reference no: Salford 0007 3C63 / 1 Pay Rate: £300 per day PAYE This opening assignment is for 4 months. Looking for hybrid working, 2 days per week in the office at the moment. Candidates will not need to provide car and transportation once they have got to office due to Salford Car Club. The post holder will be responsible for providing public health advice, leadership, advocacy and support for an agreed number of programme areas. The expectation is that the post holder will be responsible for relatively complex programmes. The projects will be for Sexual Health, 0-19 child health service, Substance Misuse, Leisure lifestyles and libraries. Key responsibilities:

- Design, contribute to, and advise on the development and implementation of interventions, strategies and plans that improve health outcomes and reduce health inequalities.
- Lead on service reviews, impact assessments, health equity audit, service development and redesign, needs assessment and review of evidence of effectiveness.
- Keep abreast of the current national policy and evidence base for the public health areas allocated to the portfolio for the post.
- Lead on assurance of interventions are in line with evidence base and best practice.
- Influence and collaborate with internal and external teams and organisations to support them to address health inequalities.
- Provide expert advisory capacity and lead a range of professionals, groups, sectors and settings on Public Health practice and advice.
- Deputise for the Consultant in Public Health and represent the directorate at a strategic level in both internal and external settings
- Deliver effective communication, which is often highly complex, sensitive and contentious, to boards, committees, partners and service users on programmes and interventions. This includes senior decision makers such as Elected Members, Executive Leads, GPs and Health professionals.
- Develop and maintain effective working relationships with key senior staff across the City Council, NHS, Public Health England and GMCA where appropriate.
- Develop and maintain effective partnership working with external organisations, as appropriate.
- Participate in, and contribute to, a learning, reflective and evaluative culture.
- Up to date experience and skills in improving and protecting the public’s health and health inequalities
- Experience of working in multi-agency collaboration and partnership
- Professional specialist knowledge gained through degree and postgraduate qualification (or equivalent experience combined with a commitment to undertake a postgraduate qualification) in an area related to public health. Supplements this through additional short public health based courses e.g. evidence based research.
- Experience of staff and/or budget management
- Ability and experience in qualitative and quantitative data analysis, interpretation and presentation and an ability to prepare and present data and information in styles appropriate to a wide variety of audiences.
- Experience of data analysis, critical appraisal and the use of standard literature search systems to support the description of health status of the population and definition of needs and desired outcomes.
- Knowledge of main causes of death and morbidity locally, regionally and in England and Wales and understands the main social determinants. Experience in the application of such knowledge in order to improve health and address inequalities locally.
- Specialist knowledge of epidemiological methods and tools, critical appraisal and methods of surveillance and assessment of a population’s health and wellbeing and of methods of information gathering, report writing and document referencing.
- Excellent communication skills, both written & Oral
- Be problem solving, analytical and solutions- focused
- Ability to handle complex data including analyses of demographic, geographic and socio-economic data, and incidence and prevalence data, to assess and describe health and to establish the need for services.
- Ability to provide comprehensive review and analysis of health needs and service demands.
- Ability to interpret the evidence base to arrive at recommendations for outcome based care pathway development to meet the defined needs of the population.
- Ability to provide specialist analytical and judgment skills to design, contribute to, and advise on the development, implementation and commissioning of health and care programmes.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
