Job Purpose:
The Help to Buy (HtB) Equity Loan seeks to stimulate demand for new homes by improving affordability. This contributes toward Homes England's delivery of 300,000 new homes pa and towards the objective of delivering home ownership products to customers.
The H2B team operates a highly efficient and responsive service through deep understanding of operational policies, procedures, delivery, risks and controls. This ensures that Government’s high priority objectives are met for both new loan sales and the longer-term performance of the equity loans.
The Major Project Support officer will provide support across all major projects portfolio and help the Senior Manager - Major Projects & Service Change in setting up and operating effective PMO service for the HtB team. The Major Projects team is responsible for establishing and embedding key programme control strategies such as governance & reporting, change control, business case management, integrated planning including dependency management, quality assurance, risk & issues management.
The post holder will work with key stakeholders across the HtB team to define, design and implement a variety of major projects. You will deliver excellent PMO services especially in the areas of developing fit-for-purpose services, processes, policies, and systems to help with the programme implementation. You will also be expected to challenge existing processes, support the provision of an effective governance framework across the H2B business, and work with colleagues within the Business Management team to implement other improvement projects.
As a Major Projects Support Officer your main responsibilities would be to:
- Deliver excellent PMO services especially in the areas of developing fit-for-purpose services, processes, policies, and systems to help with the programme implementation, supporting daily PMO business operations and work across the unit to deliver team priorities.
- Work autonomously; be able to work flexibly in a fast-paced environment, delivering to tight deadlines. You will be highly collaborative and flexible with a commitment to excellent project delivery and success of the team and programme overall
- Develop and implement project management guidelines, processes, and procedures and to support colleagues across the HtB by sharing good practice.
- Act as a highly professional and reliable resource in the areas of project management support and PMO support for the H2B teams by answering questions on procedures, policies, and directives of all aspects of the major projects delivery.
- Support the deployment of centrally managed tools and techniques to ensure strong operational resilience as part of the day-to-day implementation of the PMO activities.
- Provide ad-hoc support to the Operations Policy Team in the form of analysis, support and co-ordination of key reporting and data collection activities.
You’ll have:
- Degree level qualification and/or appropriate professional Project, Programme or Portfolio Management qualifications/membership (e.g. PMP, Agile or MSP Practitioner) or equivalent experience.
- Highly numerate, with strong experience of project/ programme management and 3rd Party engagement processes.
- Sound working knowledge of Major Projects development and implementation principles and practice.
- Strong working knowledge of Microsoft applications – Excel, Word, Outlook, and PowerPoint.
- Superior verbal, written and interpersonal communication skills with both technical and non-technical audiences.
- Developing standards and processes and encouraging (or enforcing where necessary) the use of those standards and processes.
- Must have excellent organisational skills and a high level of attention to detail.
- Used to working at pace and demonstrable ability to work to tight deadlines.
- Previous experience of capturing business reporting needs and defining and delivering solutions including track record in identifying process improvement opportunities and driving solutions.
- Experience of working to tight deadlines, prioritising competing demands, managing ambiguity, and focusing on achieving results in high pressure environments.
- Proven ability to work with, influence and collaborate with senior stakeholders of all levels.
- Experience of presenting high quality reporting to different users in a clear and consistent manner.
- Team player and ability to adapt to a different environment and adjust outputs according to emerging asks.
