Warm Wales – Cymru Gynnes CBC is looking for an experienced project manager to coordinate and ensure effective delivery of our key projects. Reporting to the Head of Partnerships and Development, you will act as a pivotal link between the Executive Team and staff delivering projects on the ground.

JOB DESCRIPTION AND PERSON SPECIFICATION

This post also requires travel across Wales and South West area.

REPORTS TO: Head of Partnerships and Development

SALARY: £36000 pa

From 1stApril 2017, Warm Wales/Cymru Gynnes CBC offers a qualifying workplace pension scheme through NEST. Warm Wales/Cymru Gynnes CBC makes employer contributions to your retirement pot, your contributions will need to match those stipulated by the Government. Details of the pension scheme will be sent to you by NEST. A contracting out certificate under the Pensions Schemes Act 1993 is not in force. From April 2019 the contributions are Warm Wales 3% Employee 5%.

HOURS

Warm Wales standard working week is 37 hours. In this post some flexibility of working hours will be required and there is potential for some home working. Additional hours outside normal office hours may be required to fulfil the demands of the role. Overtime is not payable although time off in lieu may be agreed to compensate where significant additional hours are worked.

INTRODUCTION

Warm Wales-Cymru Gynnes delivers a wide range of fuel poverty, sustainable energy and regeneration based schemes. The company was established by National Grid in 2004 and became a Community Interest Company, the first in Wales, in early 2006. Warm Wales is Wales’ oldest CIC working to tackle fuel poverty by offering free advice and support to ensure people across Wales and South-West England have warm and safe homes.

We have a team of trained energy advisors and community workers to help provide advice, referrals, and access to grants such as gas connection grants to ensure no one is living in unsafe and cold homes. Our Healthy Homes Healthy People project and Healthy Homes Healthy People + Wellbeingproject are available to everyone to help support you reduce your energy bills, apply for schemes and support those affected mentally by fuel poverty.

All projects employ a holistic approach that recognises the links between fuel poverty, avoidable health inequalities and well-being, will engage directly with residents, along with those in the wider community, providing a range of interventions that address the causes of fuel poverty and tackle associated health and well-being issues.

To be able to reduce the impact and prevent long term support needs due to living in unhealthy, unstable, unaffordable housing we need to start having the conversation about the home. We are all spending more time at home and it is becoming more apparent that an unhealthy home can have a big impact on how we are able to deal with what is going on around us. By using key questions and raising awareness of these links we are aiming to bring about a change in the early identification of those that require support, before reaching crisis point.

SUMMARY OF JOB ROLE

We need a skilled and energetic individual to be responsible for helping deliver Warm Wales’ community focussed projects. The focus of the job is to help vulnerable, fuel poor households, particularly those in poor housing stock, with insufficient heating by delivering a range of advice and support interventions that help address these issues. This role combines project management, operational delivery and staff management.

The Project Manager will:

  • Ensure successful delivery and management of Warm Wales’ projects - Healthy Homes People Live and Communities (HHPLC), Wider North Wales Work ( My Home Denbighshire and Healthy Homes Healthy People + Wellbeing, and support for Housing Associations such as (Energy Smart People and Communities)
  • Line manage members of staff delivering projects from North Wales and supervise the work, ensuring projects/work tasks are resourced, delivered and promoted to a very high standard.
  • Support the Head of Partnership and Development in identifying potential business and projects, designing and delivering schemes of work fulfilling contractual obligations to partners
  • Monitor and contribute to our performance targets relating to the projects and attend meetings with funders to update project progression
  • Build relationships with key partners and services in the community to promote project and Warm wales
  • Establish and maintain excellent relationships with external partners and stakeholders by attending and representing Warm Wales at forums and meetings
  • Help to raise the company profile - including website management, exhibitions and events, social media, advertising, media articles etc

RESPONSIBILITIES
Project Management

The post holder will execute project work plans and revise as appropriate to meet changing needs and requirements: - In doing so they will:

  • Oversee the day-to-day operational aspects of projects and scopes out areas to improve performance or implement corrective actions.
  • Review reports and data (e.g. on project delivery) prepared by team for accuracy, detail and completeness before passing to the Projects Director.
  • Effectively apply the agreed Warm Wales – Cymru Gynnes CBC methodology and enforce project standards.
  • Ensure Warm Wales – Cymru Gynnes CBC is delivering grant schemes effectively, producing appropriate and relevant documentation and providing accurate information for circulation to clients.
  • Minimising the financial exposure to the company by identifying project risks and ensure compliance with Data Protection and that project information is complete, current, and stored appropriately.

Tender/ Grant monitoring

  • Monitor tender/Grant sites - Identify possible opportunities for the company and liaise with the Head of Partnerships and Development
  • Support preparation of submissions
  • Monitor and report outcomes

Project Accounting

On specified Projects, the post holder will be accountable for delivering the project on budget, by tracking and reporting on team and individual delivery against programme and agreed cost standard.

Organisation

The post holder will report to the Head of Partnerships and Development and supervise and motivate a team (office/home based) to ensure high levels of resource efficiency and deliver (and provide evidence of) challenging performance standards across all areas of work. In doing so they will:

  • Support effective performance evaluations and mentor those with less experience.
  • Make timely decisions about the planning and allocation of team resources to maximise efficiencies and performance
  • Help team members fulfil their potential.
  • Seek and participate in personal development opportunities.
  • Ensure that individuals at all levels in the organisation are developed through formal and informal training programs.

Internal Operations

  • Analyse performance figures and forecast future activity levels and volumes methodically
  • Identify and implement areas for improvement in internal processes along with possible solutions.
  • Review performance objectives of team members and addresses issues of outstanding or poor performance as appropriate.
  • Comply with and help enforce company policies and procedures
  • Produce and attend Board meetings to present reports and information to the Warm Wales - Cymru Gynnes CBC Board

Public Relations/ Company profile

  • Ensure the profile of the company is developed positively through use of appropriate media including our website, social media, exhibitions, conferences and advertising.
  • Produce Marketing and Project delivery materials

Business Development

  • To promote Warm Wales – Cymru Gynnes CBC services and wider community development and partnering activities within the fuel poverty and energy efficiency fields in Wales and England
  • Support the structuring of deals ensuring client and company requirements are met and maintained
  • Network with the industry, attending functions and events and keeping the company abreast of market trends and opportunities
  • Maintain positive client stakeholder relationships, acting as an Ambassador for the company
  • Support preparation of project and tender proposals
