Summary
The position serves as a Project Manager and will directly report to the Chief Health Informatics Officer (CHIO), within Clinical Informatics, VA Convergence Center, Office of the Chief of Staff, located at VA Palo Alto Health Care System.

Duties
The primary purpose of this position is to manage, plan, develop, coordinate, facilitate, implement, and sustain the performance of Clinical Informatics projects, meeting VISN and National program mandates/requirements, and implementing Electronic Health Record Modernization (EHRM) and the delivery of quality health care services to our Veterans.
Major duties and responsibilities include, but not limited to:
- Responsible for organizing and collaborating with cross functional teams at VAPAHCS for requirements gathering, to provide needs analysis, prioritization, development roadmaps, risk mitigation, testing, and deployment strategies for informatics projects/EHRM.
- Responsible for project execution, plans and implementation for VAPAHCS system wide projects.
- Coordinating and installing necessary updates and upgrades to these software systems as required.
- Collaborate with key stakeholders throughout the organization and lead the creation of user centered designed improvements as well as positive change initiatives.
- Leading user adoption and change management initiatives related to these systems.
- Experience working on software systems in a healthcare system and experience collaborating with healthcare staff.
- Communicating and responding to enhancement requests, to identify needs and create solutions for VAPAHCS.
- Demonstrates in-depth knowledge of health systems information programs and technology initiatives sufficient to make sound program recommendations supporting VAPAHCS goals and objectives.
- Plans the facilitation of stakeholder meetings and occasional conferences.
- Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.

Salary: $121,873 - $158,432 per year
Pay Scale & Grade: GS-13
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Manages and coordinates geographically distributed projects from the inception of the project selection process, to project closeout, to ensure their success; Develops appropriate project documentation including (but not limited to) Clinical Consideration, Quality Management and Accreditations, Business Case, Project Management Plans, Risk Management Plans, Communications Plans, Budget and Acquisitions Plans, Planning and Governance, and change requests; Coordinates with chiefs, managers and technical specialists from key installation elements to develop quality project plans to resolve serious business situations; Applies a broad range of quality improvement knowledge and experience to include program/project management, healthcare delivery and clinical understanding, business processes definition and redesign, business case methods and measures, and customer satisfaction assessment and measurement; Serves as internal consultant to leadership on specific quality improvement and organizational development projects such as aligning organizational processes and reinforcing new practices..

Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Incumbent must have the ability to work within an environment of conflicting deadlines and. shifting priorities. Incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
