The Innovation & Place team work in partnership with a variety of key stakeholders to lead and support the development and delivery of high impact economic development projects, which are designed to have a transformational impact at local, regional, and national level. For example, these projects can include major development projects through to influencing policy and strategy development. At the heart of what we do is the desire to make Scotland the leading innovation nation in the UK. To achieve this, we are focusing on key ‘National Opportunities’, which we believe can help transform Scotland’s economy.

The role
We currently have opportunities for two Project Managers within the Innovation and Place team.
You'll be responsible for taking forward project development activity, with a focus on supporting Scottish Enterprise’s key national programmes, projects, and initiatives. This will often involve working closely with partners and stakeholders to deliver outcomes and to ensure that our strategic ambitions are realised.
You'll have a good understanding of economic development and the rationale for intervention and support and will be able to demonstrate effective communication and influencing skills. In addition, the successful candidate must demonstrate robust project management skills and have a flexible and enthusiastic approach to project development activity.
The role will require initiative and for you to be proactive and to take ownership to deliver tangible results, often working independently, using strong influencing skills and expertise.
Your responsibilities will include:
- Application of project management expertise, specialist knowledge and use of experience to develop and deliver a range of partnership projects that will deliver on our ambitions to create more and better ‘innovative places’. You will be required to lead on projects as well as supporting colleagues on more complex projects of scale leading to significant outcomes, including jobs, capex and carbon reduction.
- Effectively engage with a range of partners, stakeholders and investors to identify opportunities, develop collaborative models to develop project solutions and to deliver successful outcomes
- Effectively working with key partners, stakeholders and investors, managing and building relationships across a range of projects, partnership groups and across senior levels of responsibility within organisations, the post holder will be expected to provide expertise and advice on influencing project development, both Scottish Enterprise-led and partner-led, as well as developing an understanding and recognition of partners’ priorities and contributions.
- Providing bespoke support to colleagues across SE, including provision of expertise, knowledge and project management skills to deliver actions within SE Regional Plans, Inward Investment Propositions and National Opportunity programmes.
You’ll also be responsible for operational management, monitoring and reporting on a range of programmes and project activities. This will include:
- Procurement, appointment, and management of external technical consultants.
- Project budget management.
- Reporting against economic indicators.
- Articulating project outcomes (e.g., jobs created, capex, low carbon measures).
- Project evaluation and capturing key learning to benefit other projects.
Who we're looking for
You’ll be an enthusiastic, experienced project management professional with an understanding of economic development. You’ll be required to coordinate activity at a programme level, drive progress at a project level and put in place effective monitoring and reporting systems to demonstrate the impact of Innovation & Place activity, as related to Scottish Enterprise’s Operating Plan.
Your skills, abilities and experience should include:
- Proven project and programme development and management skills
- Good knowledge and experience of the economic development environment in Scotland, including an understanding of National and Regional priorities and innovation ecosystems
- First-hand experience of senior level partnership and collaborative working, demonstrating strong influencing skills at all levels including experience of building and managing sometimes complex, multi-partner relationships
- Experience of working within multidisciplinary, matrix project teams
- Educated to degree level or equivalent experience.
- Highly developed written and verbal communication skills, with a proven ability to motivate, influence and persuade.
- Ability to manage competing priorities, prioritise tasks and work independently
Ideally, but not essentially, you’ll also have:
- A demonstrable understanding of the role that innovation and place projects and engagement can play in economic development
- A degree in property or infrastructure related disciple and/or an understanding of property development and project finance
