RAND Europe has offices in Cambridge and Brussels, and employs approximately 140 researchers: just over half of our research staff have doctorates with the balance holding other post-graduate degrees. The Defence & Security (DS) research group conducts a wide-ranging portfolio of research for a diverse client base in the UK, Europe and beyond. Our clients include UK government departments (e.g. MOD, FCDO, Dstl, Cabinet Office, Home Office), EU institutions (e.g. European Commission, European Parliament), and international defence and security organisations (e.g. national defence departments across Europe, NATO, UN), and various third sector and humanitarian organisations.
Our team’s work covers a broad range of public policy issue issues, including:
- Defence Strategy, Policy and Capability (strategy design and assessment; policy and planning; capability analysis)
- Defence Industry and Acquisition (industry analysis; acquisition support; international cooperation & institutions)
- Defence Workforce and Skills (Front Line Commands; industry; charities; Armed Forces community including ex-Serving personnel)
- Security (national/international security; human security; resilience; energy; climate and sustainability; infrastructure and transport security)
- Technology, Disruption and Uncertainty (futures and foresight; cyber and information; emerging technology; future threats and uncertainty; defence innovation)
We are looking for dedicated project managers who can i) take on project management responsibilities on larger projects and/or multiannual framework contracts, and ii) help professionalise the project management practices within the D&S Research Group more generally by helping to upskill research staff.
- Support our team of Defence & Security researchers in the day-to-day management of projects through to successful delivery including set up, review and project closure.
- Work closely with project teams and external stakeholders on multiple projects. Involves working with diverse and interdisciplinary researchers.
- Monitor project budgets, timetables and deliverables to ensure projects stay on track in terms of deadlines and expenditure. Includes using RAND’s project management software tool, Deltek Vantagepoint.
- Support project teams with GDPR compliance, liaising with the Data Protection Officer.
- Track and manage risks and issues, to support project teams’ decision making.
- Maintain day-to-day contact with clients in a professional manner alongside Project Leader’s to ensure strong client relationships.
- Timely co-ordination between project teams and the Quality Assurance (QA) Team to ensure project deliverables progress through QA reviews prior to delivery to the client.
- Support the upskilling of research staff in project management principles and practices, through mentoring and delivering internal training sessions.
- Engage with functional teams within RAND Europe, as required, such as Programme Support Office, Legal, Finance, HR and the Communications Team.
- Project management experience across a variety of small, medium and large projects.
- Experience managing or coordinating complex projects in a policy and/or research setting.
- Strong organisational skills with the capacity to balance and manage multiple projects across the portfolio.

- Ability to manage your time effectively and resilience as an individual.
- Excellent communication and presentation skills
- Ability to support the learning and development of others, including staff who are not from a specialist project management .
- PRINCE2 / APM PMQ / P30 / Equivalent
