Job Description Summary

The Lead Project Planner leads the Project Planning & Scheduling activity starting from NTP to PAC of the Project. They will take all actions in their capacity to ensure completion of Project on time.

Scope

  • The Lead Project Planner reports in his function directly to the Project Director.

Priary Activities

Essentials functions/Responsibilities

  • Manages the schedule and generate action plans enabling the Project team to keep the Project Schedule under control and inline with the approved project baseline.
  • Monthly Progress and Efficiency control and reporting for Internal management meetings and monthly customer meetings.
  • Inform the Project Manager if deviations from planned values have been identified and propose recovery plans. Implement when validated, any action required for the above objective to be met for the project benefit, even if this implies additional impacts to one of the GE parties involved.
  • Educate and train, as appropriate, Project Team Members with Schedule Requirements.
  • Continuously propose to the risk & opportunities process, detecting for R&O to the project, identifying mitigation plan or action plans, and implementing them once validated.
  • Actively participates to the risk & opportunities process, detecting for R&O to the project, identifying mitigation plan or action plans, and implementing them once validated.
  • Runs SRA meetings internally and with key suppliers.
  • Produces reports using pertmaster risk analysis, focusing on P70 dates.
  • During Sales and Tendering phase, generate, execute and follow-up the Tender Time Schedule (TTS)
  • During Execution phase, he is assigned to complex project (consortium environment) to support the Project Director and the Project Manager in all project planning related matters.
  • Leads the Consortium Planning team towards the Customer and coordinates the internal and external Participant’s scope Planners at project level.
  • Participates in supplier meetings and leads discussions on schedule. Receives and reviews supplier schedules and incorpaorates into the GE master schedule
  • Supervises, supports and coaches the Subproject Planners (on a complex project) or the Project Planners in case of few (less complex) project responsibility.

Leads project specific planner meetings in the home offices or at site as required.

  • Prepares and becomes the owner of the Integrated Master Schedule (IMS) based upon the
    project specific scope and Division of Work (DOW) interfaces.
  • Ensures that all GE Participants, Customer, local authority and contract planning
    requirements in terms of planning, scheduling and progress reporting are understood and
    followed by the project team.
  • Establishes, implements and maintains the required internal and external reporting procedures. Particular emphasis is put on establishing and effective mechanism for identifying risk and opportunity that may impact on the timely completion of the Project. Such issues and events are drawn to the attention of the Project Director and the Project team for immediate necessary actions.
  • Proactively manages internal and external project activities, ensuring project completion on or before the contractually agreed time by monitoring closely the Critical Paths and the Project float constantly.
  • Measures and communicates periodically the project performance in the different phases
    monitoring the progress status, the trend indicators and the milestones achievement.
  • Ensures a pro-active and transparent schedule activity forecasting in order to identify in advance potential delays and to suggest effective recovery action plans with the involved parties, under the direction of the Project Director.
  • Prepares and timely provides all the Project Planning reporting on a monthly basis and highlights critical areas for the attention of the Project Director, project manager and Project team including participants. Also provides all the necessary inputs to other GE Management reporting according to Business and Sector guidelines.
  • Works with Project Manager to ensure all payment milestone dates are tracked and reported.

Project Development Phase

  • Support tendering planning team during bid development phase to prepare, reviews and finally modifies the Tender Time Schedule (TTS) according to the required scope of work (SOW).
  • Reviews any special Tender Project control and reporting requirements in order to identify any required deviation to be negotiated, otherwise defines and provides the standard planning and reporting procedure.
  • Supports Tender Planning team to negotiate with the Customer the TTS and any planning related issues.
  • Additional tasks & responsibilities are also defined in the Plant Business
  • process map and related work instructions.

Project Start-up / Execution

  • Develops the Integrated Master Plan (IMP) as the Level 2 integrated EPC (Engineering,
    Procurement, and Construction) project control schedule based on contract requirements in cooperation with all involved parties and obtains the Participants commitment on a common Target Schedule.
  • Based on internal targets, develops integrated Master Schedule (IMS) as Level 3 schedule for Engineering, Procurement and Construction scope.
  • Ascertains that the correct scope of work is reflected on the IMS / Level 3 schedule and
    integrates inter-discipline requirements to establish the best logical work sequences.
  • Supervises and ensures the quality of the schedule in of coding in line with the Business and Sector procedures, in particular the essential key codes such as WBS structure, scope position, responsibility, Progress Supporter, highlight and Block/Unit among others required as inputs for other systems.
  • Develops and manages the Contractual Schedule as an integrated Client project schedule as well as the agreed contractual reporting.
  • Formally updates the IMS by collecting all the necessary inputs from Participants and scope
    owners. Consolidates the relevant progress and dates provided and analyses the results
    including the critical path and float evolution in order to manage any interface issue and eventual delays.
  • Updates also the Contract schedule in order to prepare the planning inputs and contractual
    reporting for the Client monthly report.
  • Implements a comprehensive and supported Progress Reporting System to provide the
    Customer, the Project Director and GE management all the necessary planning information to be used as a basis for decisions (i.e. Target, Actual & Forecast), to maintain in a proactive manner the contractual and internal key dates objectives.
  • Identifies any deviation and potential delays from the Baseline and takes the necessary mitigation actions together with the relevant project team members to recover.
  • Support procurement and engineering team to finalize the supplier’s dates in purchase order. Eg. Document list (DL), MHOs LD milestones.
  • Reviews and approves supplier’s schedule.
  • Ensures that contractual and internal milestones are appropriately shown in the Master Time Schedule for all project phases, by including items such as payment milestones, client inter phase milestones, design freeze, document turnover (DTO), civil turnover to erection (CTO), material handover (MHO) and system turnover packages (TOP’s).
  • Regularly reviews and monitors the progress of the project. By checking the Engineering
    Document Module (EDM), the reports of the supplier monitoring, the transport arrival on site, the progress on site for civil, erection and commissioning progress.
  • Responsible for the development, review and submission of the project planning reporting as part of the monthly internal and customer reporting.
  • Ensures during the set-up of the IMS to include any contractual requirement necessary for later follow-up of the commercial issues related to claims, payments, subcontracts, orders, etc…
  • Assists and supports any claim’s preparation with the relevant detailed schedules requires to substantiate the particular claim.
  • Provides all relevant IFRS milestones and progress regular update inputs to the Project Controller to calculate and recognize the monthly projects revenues.
  • Commits to feedback and potential improvement to be implemented in the Standard MTS and in the Tender schedules.

Key Performance indicators

  • Deliver accurate & timely generation & updates of MTS.
  • Project Integrated Time Schedule Reports including deviations reports, slippage & opportunity reports, Status narrative and milestone listing.
  • Compliance with planning processes, procedures and tools.
  • Provision of experience feedback to other projects and functions
  • Objectives, Targets and Performance Measurements criteria, based on the tasks and responsibilities are defined and agreed on a yearly basis.

  • Has the right to demand and receive timely and complete information necessary to fulfill his/her tasks from all concerned.
  • Establish and conduct progress monitoring meetings with all participants.
  • Present at all negotiations affecting the MTS and Contract schedule.
  • Represent the project towards the Customer with regard to planning related issues.
  • Coordinates the Project Consortium Planning Team supervises a multi project planning group.
  • To manage, support and coach the subordinates.

Required Competences

Education

  • Certified Engineer or Bachelor’s degree is expected

Experience

Mandatory (MUST)

  • Over 10 years hands-on experience with Primavera Project Planner and other similar software.
  • Planning experience of at least 3 EPC projects fully executed.
  • This work is undertaken with UK Defense customers which will require any individual applying for the role to meet the criteria and to attain SC level clearance

Behavioural and/or Technical Know-how

  • Leadership and social competence.
  • General knowledge of Power Plants System.
  • Negotiation and presentation.
  • Quick decision making.
  • Above average ability in the use of spread sheet, database and presentation software.

Language skills

  • Fluent in English (spoken and written).
