Job summary
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communications Programme (ESMCP) is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.
This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.
ESMCP is a pan-government, cross departmental, programme based within the Home Office. The ESMCP has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.
As one of the biggest programmes in Government, ESMCP is under scrutiny from both internal and independent assurers to ensure governance processes are followed and the best possible value is delivered for the public purse whilst ensuring that ESN meets the needs of the emergency services.

Person specification
The day-to-day responsibilities for the role include facilitating the ESMCP change control process at ‘programme level’ to:
- Develop, define, maintain, improve and facilitate the central change management governance and processes at ‘programme level’
- Facilitate the supplier (User & Mobile Services) and programme change board meetings
- Ensure compliance to the defined processes
- Receive, monitor and report on change data provided by change leads and suppliers
- Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for some external parties.
The PMO Change Analyst will facilitate the process by:
- Overseeing communications between Authority Change Leads and Suppliers
- Managing the change information repository and central schedule
- Managing document acceptance criteria and stage gate approvals
- Providing all administration and management support required to facilitate the Change Control Boards
- Issuing instructions, recording data and providing general process support.
- Stakeholder Management - Support the Risk and Change Lead to build collaborative relationships
- Work collaboratively with the Programme Governance Forum submission owners
- Support the SRO, Programme Director, SLT & Central PMO Lead
- Support the External Users with Programme Governance queries
- Engage with the Directors Office and wider Programme Team
- Engage with the 3rd Party Suppliers
- Support the ESMCP PMO Leads with Programme Governance.
Essential criteria
You’ll have a demonstrable passion for delivery with the following skills or strong experience in:
- Experience in supporting and managing Change Control activities in a complex, fast-paced, challenging environment.
Experience in organising and administrating programme Change Boards
Ability to critically evaluate change information gathered across multiple sources, reconcile variances and recommend actions
Experience of managing challenging, complex and diverse stakeholders, and tailoring messages appropriately and demonstrating strong engagement skills to influence others, gain agreement and cooperation.
Good written and verbal communication skills, with an understanding of the use of different channels and formats for different audiences
Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively.
Desirable criteria
For this role, the below experience would be beneficial, but is not essential:
- Good awareness of Commercial, procurement and financial management.
Certified PRINCE2 and Agile Practitioner.
Certified MoR Practitioner.
Waterfall and Agile project and programme delivery experience.
Managing Successful Programmes (MSP) Practitioner or Management of Portfolios (MoP) Practitioner.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
The successful candidates will be required to hold or be willing to secure Security Check clearance.
A reserve list may be held for a period up to 12 months from which further appointment may be made.
