Job summary
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communications Programme (ESMCP) is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.
This new Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.
ESMCP is a pan-government, cross departmental, programme based within the Home Office. The ESMCP has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.
As one of the biggest programmes in Government, ESMCP is under scrutiny from both internal and independent assurers to ensure governance processes are followed and the best possible value is delivered for the public purse whilst ensuring that ESN meets the needs of the emergency services.
Job description
This is a key role within the ESMCP Project Management Office (PMO) team leading on Governance and Reporting activities. The post-holder will support the Head of PMO to facilitate the reporting of ESMCP constraints to the Home Office’s Public Safety Group (PSG) and the Portfolio and Project Delivery (PPD) directorates, together with the provision and facilitation of the ESMCP governance boards chaired by the ESMCP Senor Responsible Owner (SRO), Programme Director (PD), the Executive Leadership Team (ELT) and the Senior Leadership Team (SLT).
By providing consistent high-quality reporting and analysis of management information (MI) you will support the SRO, PD, ELT and SLT in making effective and timely decisions. As a PMO Lead you will at times be required to cover for other PMO functional leads and the Head of PMO.
Person specification
Responsibilities will include:
- Supporting the ESMCP SRO, PD and Leadership Teams to ensure efficient delivery of the PMO led Governance and Reporting services across the Programme.
- Providing best practice advice and guidance to project delivery and PMO staff within the ESMCP on the best use and implementation of project management disciplines, approaches and products.
- Driving consistent, high-quality reporting and analysis of MI to support effective and timely decisions.
- Implementation of appropriate governance, reporting and monitoring processes, ensuring the effectiveness of their controls.
- Engaging with and supporting internal and external stakeholders with any programme governance or reporting queries.
- Leading the provision of secretarial support for the ESMCP governance boards chaired by the SRO and PD.
- Working with the Head of PMO to develop a cadre of highly skilled and experienced PMO staff, including leading the facilitation of training sessions, creation of guidance documentation, tooling and providing inductions.
- Providing support to, and cover for the Head of PMO and other PMO Leads as and when required.
- Leading, supporting, mentoring, managing and appraising other PMO team members to deliver best in class project/programme management techniques across ESMCP.
- Line Management of a small team.
- Management and task assignment for other members of the PMO team.
Essential criteria
- Certified PRINCE2 and Agile Practitioner.
- Demonstrable experience of leading on PMO Governance and Reporting in complex, fast-paced, challenging environments and for large programmes.
- Experience of administering assurance reviews within a programme or large project environment.
- Ability to critically evaluate information gathered across multiple sources, reconcile variances and recommend improvements.
- Extensive experience in producing Management Information packs for Programme SLT’s/ELT’s, internal and external stakeholders.
- Experience of managing challenging, complex and diverse public sector stakeholders, tailoring messages appropriately and demonstrating strong engagement skills to influence others and gain agreement and cooperation
- Experience of transcribing minutes at project/board meetings containing technical detail.
- Experience in representing risks metrics in a digestible report format for discussion at key meetings and boards.
- Experience running risk workshops.
Desirable criteria
- Waterfall and Agile project and programme delivery experience.
- Managing Successful Programmes (MSP) Practitioner or Management of Portfolios (MoP) Practitioner.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.
