Job description
Responsible for all of the linear program (LP) evaluation work for the assigned refinery. Publishes the weekly income forecasts and monthly operating plans. Generates the annual strategic budget and updates the weekly operating signals and margins. Also generates monthly price/volume reconciliation reports and a quarterly LP back cast report which will assist upper management in understanding the Business Unit performance. Works with the Operations group to ensure optimal refinery operating signals and plans are understood. Monitors, maintains and communicates to all affected parties the key operating signals, operating constraints and their cost, and any significant deviations from the operating plan or current target. Prepares economic comparison (ECOMP) analysis to justify any operating signal change and obtains Corporate approval prior to implementation. Collaborates with the Corporate Regional Optimization Engineers on regional and cross regional optimizations. Provides guidance to less experienced engineers on technical issues and may serve as a backup to others within the Refinery Optimization organization.
Job Duties:
- Issues monthly Refinery Operating Plan and communicates the plans with Corporate Planning & Economics (P&E) group as well as refinery operations.
- Develops the refinery’s Strategic Plan annually.
- Performs a quarterly backcast on refinery operations and issue a formal report with recommendations identified from this process.
- Utilizes LP model to generate weekly economic margins and publishes the results in the weekly Operating Plan which directs unit operations to maximize refinery profitability.
- Identifies opportunities to improve the refinery optimization.
- Generates ECOMP analysis on all proposed refinery signal changes. (These will be approved by Corporate P&E before implementation)
- Publishes weekly income forecast and associated price/volume variance analysis. Issues the detailed price/volume variance analysis at the end of each month.
- Updates weekly activity report for the refinery Planning and Economics group.
- Develops and maintains a list of daily optimizations and synergies which enhance the refinery.
- Works in collaboration with the Corporate Regional Optimization Engineers to optimize synergistic effects between refineries.
- Provides timely and cost effective guidance and technical service to Operations for plan variances 24 hrs/day.
- Provides vacation relief for the Optimization manager and the Crude/Feedstock Scheduler.

This position is salaried exempt status, which means you are not eligible for overtime pay.
Bachelor’s degree (or higher) or foreign equivalent degree in Chemical Engineering required.
A minimum of eight (8) of years refinery industry engineering experience required.
Prior refinery economic experience required.
Basic skill using Microsoft Office programs (i.e., Word and Excel) required.
