The Project Engineer will support the project manager to deliver a programme of technical, multi-discipline, brownfield projects and engineering changes within operated assets throughout the full project lifecycle. Including the development and reporting of project management plans, implementation of risk management, financial controls and quality control/assurance processes appropriate to the projects being delivered throughout the full lifecycle. Project managing scopes of work as delegated by the project manager(s). The Project Engineer will take ownership of the project and have direct contact with clients while managing and co-ordinating the preparation and issuing of project proposals/ bids in line with the Proposals Process. Key Duties
Skills and Experience
· Well-developed planning and organisational ability.
· The ability to act with authority, demonstrate leadership skills and retain the confidence of the team.
· Review proposal enquiry documents to fully understand the client scope requirements and communicate them to the bid/ proposal team.
· Undertake Bid/ No Bid assessments.
· Liaise with clients to respond to proposal/ bid clarifications, follow-up on submitted proposals and review compliance of received purchase orders with the proposal.
· Work with others in the Sales team and review customer feedback on submitted proposals to continually look for better ways to represent OSL in our proposals and increase the win ratio of proposals.
· Responsibility for managing/ co-ordinating the technical team’s proposal contribution: scope description, deliverables, and manhour/ costs, in time for management review and client submission. Use network analysis diagrams, other tools, or senior management input to ensure the technical team understand the scope of delivery.
· Good working knowledge of financial management and cost control processes and procedures.
· Must be able to keep up to date with all relevant engineering and technological development, benchmarked best practice, and industry norms and trends.
· Be a 'well-rounded' individual who can demonstrate technical, analytical and problem- solving skills in addition to well-developed competence in project planning and management.
· Must possess excellent communication skills and demonstrate their ability to foster relationships within the wider industry.
· Organise a bid kick off meeting with the selected team, share the enquiry documents and agree an approach and bid plan.
Monitor and manage the progress by the bid team of their initial assessment of the technical, financial and schedule associated with a proposal, to ensure it meets with the response deadline
Person Specification
- Proficient with MS Office Word, Excel, PPT.
- Experience of Bid/Proposal preparation in an engineering services, technical design, or technical consultancy environment.
- Likely to be from an engineering background with an understanding of a consultancy or contractor offering.
- Excellent English language skills; written and oral.
- Awareness of contract terms and conditions ideal but not essential.
- Attention to detail and the ability to work independently, meeting tight deadline whilst maintaining the quality of delivery.
- Excellent teamworking ability.
- HND/HNC or Engineering Degree.
