The IPA is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry. We support the successful delivery of all types of infrastructure and major projects; ranging from railways, schools, hospitals and housing, to defence, IT and major transformation programmes. We lead the project delivery and project finance professions across government.

The IPA works with wider Government and industry to ensure projects are delivered efficiently and effectively, and to improve performance over time. We work on the overall project delivery system, which includes the projects, people and processes that together create the right environment for successful delivery. We measure how well the system is performing, so we can learn important lessons and continuously improve project performance over time.
The Function, Profession and Standards Team
The purpose of the Function, Profession and Standards Team is to set and drive continuing improvement in functional standards of project delivery; build professional capability and capacity; deliver world class leadership and learning programmes; and provide leadership to the project delivery profession across government.
The team contributes to the overall work of the IPA in four service areas:
- Building and managing professional capability in project delivery across government by attracting and growing talent, including running the government project delivery fast stream scheme; developing a new accreditation framework and learning curriculum as part of the build of the Government Projects Academy; supporting senior resourcing, deployment and succession planning; and improving diversity and inclusion across the profession.
- Developing and delivering world class leadership and learning programmes to equip people working in project delivery with the knowledge and skills they need to deliver projects successfully across the public sector.
- Development of the project delivery function across government by setting standards and developing best practice guidance and tools in project delivery and portfolio management to drive continuing improvement.
- Leading and building engagement in the project delivery profession across government, through the Director of Function, Profession and Standards as government head of profession for project delivery.
Job description
Role Description and Responsibilities
The Project Delivery Workforce Coordinator role sits within the Function, Profession and Standards team in the IPA.
The overall purpose of the role is to provide support and coordination for a range of pay, resourcing and talent interventions for Project Delivery (PD) across government. This is an important Human Resources role providing services and supporting strategies to more effectively reward and resource project delivery professionals into government projects. The role actively contributes to the Function, Profession and Standard’s team vision of equipping members of the PD profession and departments with the skills, knowledge and behaviours required to thrive and thereby ultimately achieving the best outcomes possible for the government's complex portfolio of projects.
The postholder will work alongside the G7 Resourcing, Talent and Pay Manager and will also need to work closely with other members of the Function, Profession & Standards team to contribute to the wider agenda of the team to build the capability and capacity of the Project Delivery Profession across government.
Key Responsibilities
The post holder’s key responsibilities are as follows:
Resourcing
- Support the implementation of a PD strategic workforce planning tool, building capability within departments, and using data to develop targeted interventions.
- Coordinate resourcing projects and services aligned to the evolution of the strategic PD resourcing model across government. This may include work to standardise recruitment practices and advising on, or coordinating, cross-government recruitment activity.
- Represent the IPA and the PD profession at CSHR and Project Delivery resourcing working groups and communities; maintain a relationship with Government Recruitment Service .
- Demonstrate a strong awareness of SCS recruitment across government and feed into talent management, ensuring alignment of activities eg. Centre of Recruitment Expertise.
- Provide advice to PD vacancy holders and respond to resourcing queries.
Reward
- Support both strategic and tactical work on cross-government PD SCS pay exceptions and allowances, working with senior IPA and departmental stakeholders.
- Support the design and development of new strategies for reward initiatives for the cross-government PD profession in order to create effective cost savings, improve recruitment and retention and aid improved project delivery.
Senior talent management
- Management of talent matching service to help facilitate talent moves for senior resourcing professionals across government, working with the Director of the Project Delivery Profession and other senior IPA and departmental leaders.
- Providing support for the IPA Talent pool of senior PD leaders, including facilitating networking and development opportunities.
- Coordinate other senior talent related projects as required such as talent analysis and moderation to embed senior talent management and drive forward the agenda within the function
Other
- Support other Grade 7s within the Resource, Talent and Pay team with ad hoc projects which may include emerging talent and diversity and inclusion.
- Contribute to the work of the wider team to build the capability and capacity of the Project Delivery Profession across government, by adopting a focus on continuous improvement and supporting the development of an inclusive profession.

Skills/Experience
Essential
- Experience of working in an HR environment, ideally with experience in pay, talent and resourcing
- CIPD qualified or willing to work towards this.
- Ability to manage and analyse data, and use this to develop and present recommendations
- Experience using excellent planning and organisational skills to manage competing priorities
- Strong stakeholder management, collaboration and relationship building skills
- Able to work independently and as part of a delivery team
- Ability to self-start, focus and drive
- Good interpersonal skills and a collaborative working style.
