The Information Technology and Transformation Service is looking for an enthusiastic individual to join an energetic and experienced team of developers resopnsible for developing a wide range of innovative systems including mobile apps, modern websites, GIS and IoT.

The successful candidate will have a degree in a relevant discipline, or graduating in 2023, and keen to develop a career in software development. Previous experience desirable but not necessary.

Purpose of the post

  • Ensure that the people of Gwynedd are at the heart of everything we do.
  • Provide the essential skills and develop, operate, maintain and support software solutions that meet business aims.
  • To ensure, for each project, that the Gwynedd Council Systems Development Methodology is adhered to and ensure that each work package is completed on time, within budget and according to the specification.
  • In working as part of a team, noting where ICT could be used to create opportunities and efficiency savings and improved Customer Care.
  • To be responsible for ensuring that the Council’s ICT infrastructure is in operation at all times.

Responsibility for functions

Staff:

  • Could act as technical leader for team projects that focus on technology.
  • Be a mentor for junior programmers/analysts.
  • Be a mentor for other junior programmers/analysts.

Finance:

  • Be aware of the budgetary structures and restrictions of support projects / contracts.
  • Inspect small / medium initiatives.

Data/ Equipment / Software:

  • Have input into the technical aspects of projects that affect the entire Council and have a direct impact on the public (and make decisions thereon).
  • Provide support for applications that are essential to the Council’s day-to-day work and also to applications that are used by the public.
  • This includes analysing problems, solving them and avoiding them.
  • Be responsible for the accuracy of data that is essential to the Council.
  • Contact external bodies to solve issues.
  • Ensure that all relevant desktop documents are updated when changes are made to all elements that are associated with the applications.

Main duties

Making decisions, arranging and being innovative:

  • Provide technical support to others
  • Teach junior staff members regularly and provide guidance
  • Provide feedback on new ideas / efficiency savings regarding how ICT could create efficiency improvements, improve customer care or create new opportunities within its own function, within current projects and across the Council as a whole.
  • Responsible for making decisions to ensure that elements of projects are completed on time, within budgets and to expected standards.
  • Managing his/her very complex and technical workload in order to reach targets.
  • Providing input into the decision making process in terms of selecting suppliers and products.
  • Being able to ensure balance between the completion requirements of project work and ad hoc high pressure support work in order to ensure that they continue to be available for the Council’s ICT systems.
  • Providing input into the business planning process.
  • Contributing towards ensuring that performance targets and improvement measures are achieved, or improved.

Communication:

  • Excellent communication skills in order to communicate with users across the Council all the way up to senior managers.
  • Documenting the needs of users clearly by engaging with users in meetings and workshops.
  • Developing and reviewing conceptual and technical specifications.
  • Preparing and introducing training to the users.
  • Representing the ICT department externally and in meetings across the Council.

Other:

  • Ability to solve problems across several areas of expertise.
  • Could act as a business consultant in order to improve applications and develop new ones.
  • Carry out several tasks simultaneously.
  • Responsible for coding and designing
  • Responsible for identifying risks in accordance with the ICT risk management framework and ensure that he/she takes responsibility for them.

Special circumstances

As the Council’s computer function operates on a 24 hour basis, 7 days a week, there will be a contractual requirement to change work hours/days in accordance with the need of the service. You will also be required to work unsociable hours and at weekends from time to time with pay in accordance with the County's Terms and Conditions of Employment. Emergency calls will be subject to a specific discussion.
