Programme Manager (Mid Essex and North Essex)

Disability 4 Sport is working in partnership with eight locally trusted organisations to provide Short Breaks Community Clubs and Activities (SBCCA) for children and young people with disabilities. SBCCA offer parents and carers of children and young people with special educational needs and/or disability (SEND) a break from their additional caring responsibilities, while ensuring children and young people have the opportunities develop, learn, socialise, and interact with their peers.

The Programme Manager will lead the contract delivery and development, monitor progress and risk, resolve issues, and prepare regular update reports for key stakeholders. You will work with board of directors, service managers and commissioners to develop strong working relationships and improve contract frameworks and deliverables. This key role encourages leadership and partnership and a willingness to try new ideas, including building progress and report methods, creating a teamwork environment with service managers, and developing our key policies and procedures alongside a clear programme action plan. The Programme Manager will play a key role in the success of our new consortium partnership and major contract with Essex County Council.

Experience and education requirements

  • Demonstrable experience of leading business operations and development through contract planning and managing the implementation of a programme from start to end.
  • Demonstrable experience of delivering successful partnership programmes and major contracts with clearly defined deliverables and evidence of programme completion.
  • Understanding of how to develop new working frameworks and procedures to align with contract specifications, outcome targets, and monitoring and reporting.
  • Understanding of how to manage contract budgets and timeline so that the programme is progressing according to programme action plan.
  • Proven experience of building and sustaining positive relationships with key partnership leads and commissioners to support adaption and flexibility including clarification on contract specification.
  • Proven experience of using and evaluating data using online membership management software, including customer journey improvements and efficient systems to reduce administration burden.
  • Experience of effective working within a team environment and in isolation using technology and digital skills including Microsoft365, and project management platforms.
  • Experience of project management and developing, implementing, monitoring action plans whilst working under pressure and adopting a flexible approach to working methods.
  • Good communication and inter-personal skills with the ability to persuade, negotiate and influence stakeholders using both spoken and written word.
  • Good organisational skills with the ability to support multiple projects, prioritise and meet deadlines.
  • Level 4 or above qualification in project management and/or similar professional training or experience of 4 years or more.

Duties and key responsibilities

  • Develop programme action plans, frameworks, policies, and procedures, and monthly progress reports.
  • Develop programme adaptions and a flexible approach to co-production with core partners and key stakeholders.
  • Build new frameworks and procedures for core partners, including consortium policy documents.
  • Build new budget and target monitoring for core partners, including community impact reporting.
  • Apply new programme action plan and frameworks with support from Service Managers.
  • Apply new membership management software and procedures with support from Service Managers.
  • Support creating the clear progress report to manage risk register and solutions with Board of Directors.
  • Support building the effective teamwork methods to delegate roles and responsibilities with Service Managers.
  • Monitor and respond to calls/emails, attend regular staff meetings, bring ideas and suggestions to the team.
  • Any other relevant duties and key responsibilities to support our strategic priorities.

Job Types: Part-time, Fixed term contract
Contract length: 36 months
Part-time hours: 18.75 per week

Salary: From £14,625.00 per year
