Overview of techUK’s Justice & Emergency Services (JES) Programme
The JES Programme represents the supplier community that operates in the public safety, criminal justice, and blue light markets. The Programme aims to create strong relationships between members and public sector customers by creating forums to encourage industry engagement, unlock innovation, explore emerging technology and interrogate challenges to digital transformation.
Purpose
Reporting into the Head of Programme, the successful candidate will have the opportunity to build on existing workstreams, as well as grow new areas of programme activity across Justice, Policing, Fire and Rescue and Ambulance services. From market engagement and shaping policy to sharing thought leadership, the successful candidate will strengthen and establish relevant partnerships across the public sector and will work closely with tech suppliers operating or looking to operate in the Justice and Blue Light markets.
Existing programme portfolios include - Driving interoperability in Policing, promoting digital literacy/ skills in the Police and Criminal Justice workforce, working strategically and operationally to support the delivery of the Ministry of Justice’s Digital Strategy 2025, connect members, small and medium enterprises (SME’s) in particular, to transform digital public safety services by providing data and market insight into tech procurement processes and opportunities. The programme is also working as the delivery vehicle to drive the visions outlined in the digital strategic intents for tackling violence against women and girls (VAWG) and, rape and serious sexual offences (RASSO).
This role would suit a passionate, articulate and enthusiastic learner, with the ability to support the development of new policy, lead programme working groups and deliver topical and relevant events that are of interest to the sector.
The successful candidate will demonstrate the capability to work with techUK members and a variety of stakeholders from senior Policing representatives, Chief Fire Officers to Digital, Data and Technology (DDaT) leaders across His Majesty’s (HM) Prison and Probation Services, HM Courts and Tribunal Services and the Crown Prosecution Service (CPS).
This role requires someone who has the communication skills, confidence and drive to grow their own profile, the programme and that of techUK.
Key Responsibilities
- Present techUK as the voice of the technology industry to government departments and key stakeholders, whilst building new relationships and furthering programme priorities. Support the development, implementation and communication of techUK’s Justice and Emergency Services activities in a way that meets the needs of existing and potential new members;
- Lead the development, implementation and management of projects, white papers, working groups, workshops, and events that aim to resolve shared challenges between the technology industry and the wider economy;
- Lead the set-up and execution of programme events, briefings, and meetings, and manage the activities of the Justice and Emergency Services Groups and forums;
- Promote the Justice and Emergency Services Programme through insights, opinions, social media activities and PR activities;
- Liaise with other techUK teams to identify and exploit cross-fertilisation opportunities with other programmes across techUK;
- Support the work of various relevant member boards and committees, maintaining liaison with participating members;
- Deputise for the Programme Head in their absence;
- Work with the Programmes Assistant for back office functions including management of the website programme page, CRM and member mailers.
- Any other duties that might from time to time be required by the Programme Head, and the techUK leadership team.

Essential Knowledge and Experience
- As the leading portfolios, a strong understanding of the UK Justice and Policing landscape , including knowledge of key policies and their implications for the wider economy;
- Ability to identify, propose and negotiate new opportunities and services for techUK JES Programme.
Desirable Knowledge and Experience
- Good high-level knowledge of technology trends, the technology industry and in particular Justice and Blue Light technology;
- An understanding of the economic, social and political environment, members’ business sectors and business models, stakeholders and their drivers;
- Ability to use the tools and technologies techUK provides; including but not limited to Microsoft Office 365, CRM, mobile and home working software, web tools and social media;
- The UK Legal System.
This is a full time role based out of techUK’s London offices, however techUK operates a flexible working policy.
This role profile is a guide to the work that is required but does not form part of any contract of employment and may change from time to time to reflect changing circumstances.
The successful candidate must have permission to work in the UK prior to the commencement of employment.
The salary range for this role is £32,000-£44,000 per annum based upon experience plus discretionary bonus and comprehensive benefits.
