Location: The post is based at Ann Fowler House Lifehouse. Ann Fowler House, Fraser Street, Liverpool, L3 8JX is a Lifehouse for 38 adults.
Our aim is to provide low level supported accommodation for individuals currently experiencing or at risk of homelessness. Often with complex substance misuse and mental health disorders, we aim to enhance psychological, physiological, social and spiritual functioning, and through a programme of personal and professional development enable and encourage, independent living.
A Word From The Service Manager, Myles:
Hello and welcome to Liverpool Homelessness Services. My name is Myles and I oversee service delivery at both Ann Fowler House and Darbyshire House Lifehouse. I am thrilled, that you have decided to explore a career with The Salvation Army, it is an important decision, but one that I have never looked back on. I began my career with The Salvation Army in 2019, as a Specialist Support Worker. In 2021 I became Programme Manager and in 2022 Service Manager. I believe passionately in personal and professional development and person-centred care and support. I am an avid environmentalist, and a person-centred pluralist clinical hypnotherapist and trainee psychotherapist. I believe ardently, in one’s propensity for change and self-actualisation.

Role Purpose: The role of Programme Manager is central to achieving positive outcomes for our vulnerable clients. The Programme Manager has operational responsibility for a specific area of programme within the service. You will ensure the programme you co-ordinate maximises client input and emphasises choice and control in all areas of service delivery. You will be part of the management team producing a high quality and cost-effective service and deputising for the Service Manager when required. You will monitor service delivery in line with contractual and organisation requirements.
The Successful Candidate Will Have:
- Previous experience of managing and delivering a client focussed service which considers person-centred and holistic support needs.
- Previous experience of working with and providing support to vulnerable people.
- Demonstrable experience of leading and managing staff, including recruitment, development and performance management.
- Proven experience of developing innovative support programmes incorporating an understanding of stakeholder and service user involvement.
- Knowledge of developments in the homelessness sector including current legislation.
- Excellent written and verbal communication skills.
- Good organisational, attention to detail and effective time management skills, as well as the ability to prioritise work and be able to respond to tight deadlines, working both on an individual basis and as part of a team.
- Good numeracy skills with the ability to review and understand financial information.
- Experience of using IT software packages.
- Evidence of commitment to continuous personal and professional development and the ability to contribute to the creation and maintenance of a culture of continuous improvement.
- The ability and willingness to work within, be empathic with and promote the Christian ethos and values of The Salvation Army Mission.
