The Scottish Qualifications Authority is Scotland’s national awarding and accreditation body. We are trusted to oversee thousands of qualifications that are available in schools, colleges and workplaces, not just in this country, but around the world.
SQA is adapting its Higher National (HN) qualifications to give learners the skills they need to thrive in the 21st century workplace.
Our new HN qualifications will:
- be adaptable and flexible to respond to the needs of a constantly changing employment environment
- support life-long learning and multiple career options
- integrate essential 21st century skills – or Meta-skills
- develop critical industry and subject-specific technical skills
Appreciable progress has already been made with a number of new qualifications already defined through a series of workstreams and piloting ongoing in a selection of centres. SQA’s Qualifications Development directorate continues to lead on this initiative, but as we increase the qualification offerings and at the same time progress the delivery of supporting IT systems we will be drawing this activity into our wider portfolio governance and reporting structure.
The successful Programme Manager candidate will be required to facilitate the transition of the programme into our established portfolio, ensuring that the delivery continues at pace while adopting governance and reporting processes that are already established in the portfolio. Throughout this transition and beyond you will retain responsibility for day to day management for the delivery of the programme. In order to do this, you must be able to demonstrate experience in the following specific duties:
- Implement and champion best practice programme and project management office capabilities
- Manage programme and project governance structures to ensure clear accountability and ownership for projects
- Ensure all programme deliverables are identified and delivered as specified in the programme plan
- Effectively utilise the portfolio / communication framework to ensure all stakeholders are aware of the status of all programme and project activity
- Provide programme and project performance monitoring and reporting (working closely with associated project managers) to enable effective decision making
Additionally you must be able to demonstrate the following skills and experience:
- Negotiating, influencing and building positive relationships with stakeholders at a senior level
- Delivering quality outputs on time within a commercially focused, fast-paced environment
- Solution driven with a positive approach to problem solving
- A clear focus on continuous improvement and innovative solutions
- Provide direction, coaching and support to colleagues as required
Applicants, as a minimum, should be educated to SCQF Level 9 (i.e. Ordinary Degree or higher) and/or be able to demonstrated direct relevant experience for this role. A good working knowledge and/or previous experience working the education sector would be beneficial for this role.
