Cobalt are working with large NHS Trust in London to recruit an interim Programme Manager, for an initial 6-9 month contract paying £325 to £375 per day LTD rate (inside IR35, via umbrella company) depending on experience.
The successful candidate will serve, proactively lead and manage a team of Senior Project Managers, Project Managers, Assistant Project Managers and other technical staff within the trust Capital Projects team.
You will have to/be excellent at:
Supporting the formulation of the programme strategy to prevent it from impairing the operational team's ability to achieve financial operating targets.
Create the necessary business cases as needed to finance suggested capital projects or service upgrades.
Able to make judgements across the whole range of estates issues taking into account legislation and health and safety, providing professional and technical expert advice.
Encourage and develop staff, and organise the team's educational and training needs in accordance with the goals of any internal or external staff development programmes.
Lead programmes strategically while collaborating closely with the SRO and Executive Leads.
Comfortable with all areas of the traditional programme lifecycle, from establishing governance processes with clear lines of accountability and authority to true project and programme leadership that combines meticulous activity planning, controlled execution management, and disciplined risk management.
Produce a high-quality, consistent level of service throughout the Trust estate, as well as achieving operational efficiencies through scale, generate new revenue sources, and strengthen operational resilience.
Oversee and support the continued development of transformation services such as: Stakeholder management and executive support, PMO and Governance, Programme reporting and controls, Risk and Issue management and oversight, and Project and Programme Delivery.
Lead reviews of the extremely complex specialist estates services for which they are accountable, interpreting extremely complex facts, presenting them to the Directorate and Trust Boards in situations involving potentially contentious employee relations issues, such as restructuring, redundancy and redeployment issues, and providing patient services.
