Programme Manager
- (008743)We are looking for a high-calibre individual with a strong background in Programme delivery to assume a key role in an extensive programme of work underway at the Bank of England.
You will have a pivotal role, working closely with the Business Sponsor to ensure a smooth and robust transition and that all business outcome are achieved.
Operating at a senior level, you will possess deep transformation and delivery experience, combined with knowledge and gravitas to engage and influence senior internal and external stakeholders.
The role will involve managing a programme management team in delivering specific, strategic programme outcomes. This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims.

The job holder will relish working in a complex environment, with diverse groups of stakeholders, building buy-in to delivery of programme outcomes and ensuring business readiness for change and ensuring the end to end leadership of that change. The successful Programme Manager will be responsible for a team of project managers, business change managers and PMO resources.
The role will also involve working with C-suite executives across the Bank so the candidate must have previous experience of operating at that level.
The jobholder will also be part of the extended executive team for change delivery in the bank and will play an important role in developing the maturity of this function. They will need to coach and mentor other less experienced programme managers within the group.
The jobholder will report into the Portfolio Manager within the Projects and Programmes team and provide a role model through their leadership for the development of the practice.
The Programme Manager will take ownership of a diverse portfolio of technical products and components and lead the definition of the agile way of working for the programme. They will work closely with Agile product and development teams to deliver on the data product roadmap, driving new products and features.
A detailed list of functions that the jobholder will provide leadership for include:
- The programme manager is responsible for planning and defining a new programme, including all work streams and roles all within an agile framework,
- Working with the Product Owner on important aspects of roadmap development and delivery,
- Leading communications for the Programme Bank wide,
- Successful leadership and delivery of the agreed programme outcomes defined within the business case, within time, quality and cost constraints,
- Robust programme plan development and monitoring,
- Initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise,
- Stakeholder management/communications,
- Supporting accurate and efficient corporate reporting of the Banks projects and programmes to the governor and deputy governors of the Bank,
- Providing day to day leadership of the programme team and cross functional team.
Accountabilities
The Programme Manager role will be accountable for;
- All aspects of the transformation programme and its leadership and governance within their defined programme,
- Overall leadership for day-to-day operation of the programme to ensure performance and milestones are met,
- Overall responsibility for the outcomes of the programme and the projects within its scope,
- Setting appropriate programme goals and objectives and deploying resources to deliver them,
- Taking decisions in accordance with (appropriate) risk framework and problem solving, escalating decisions as appropriate,
- Providing leadership in planning and managing project management services ensuring the project portfolio is designed, planned, implemented and improved in line with both current and future business needs,
- Ensuring that the programme and the wider programme office complies with all bank processes and reporting requirements,
- Managing the programme’s budget, monitoring expenditure and costs against deliver and realised benefits as the programme progresses,
- Lead the development of Business Cases, alignment with senior stakeholders and agreement through Programme and Governance Boards,
- Ensure stakeholder interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across a large and often diverse group of stakeholders.
Role Requirements
Minimum Criteria
- Previous experience in a Programme Management,
- Previous experience of managing Senior stakeholders,
- Extensive experience of working in an Agile, fast-paced and demanding environment,
- Technical background will be key; solid understanding of data software development principals, lifecycle models and methodologies within Agile and Scrum,
- Ability to lead the construction of the programme plan to deliver the outcomes of the roadmap, development plan and roll out & implementation of the roadmap,
- Proven experience converting product roadmaps into work packages,
- Understanding of business architecture and implementation, with the knowledge to challenge these when necessary,
- Strong operating model definition experience as the change is transformation of roles,
- Ability to use standardised operational processes to build scale and reduce cost/operational risk,
- Proven track record of leading large complex programmes and creating data transformation roadmaps,
- Driven and proactive work approach; able to work on own initiative and handlechange or uncertainty.

- Motivating others, excellent communication skills,
- Establishing effective relationships and commanding credibility with senior management of the Bank,
- Promoting and driving change and innovation in a complex and challenging environment,
- Thinking strategically, using judgement and prioritising effectively, including sharing responsibility for setting the Bank’s investment strategy,
- Demonstrating commitment to the purpose and objectives of the Bank,
- Strategic approach to planning and enabling Programme Office to provide cost transparency to the business,
- Collegiate and political awareness, to be able to understand and work through conflicting requirements.
Desirable Criteria
- Understanding of Banking environments
- A recognised project or programme management qualification e.g. PMI DAD, SAFE, and Scaled Enterprise Agile.

Salary and Benefits Information
This specific role offers a base salary of circa £75,830 - £96,120 per annum (depending on skills and experience) on a full-time basis. We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.
In addition, we also offer a comprehensive benefits package as detailed below:
- A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
- A discretionary performance award based on a current award pool.
- A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. (Note that from April 2023 and for the Benefits year 2023/24, this will increase to 8%)
- 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits.
- Private medical insurance and income protection.
