Job description
Under the supervision of the Senior Program Officer - Asia, the Program Officer will focus on Internews projects administered out of Internews Europe and performs high level tasks and directly supervises at least one project, with fiscal oversight of the project. The Program Officer may lead multiple programs and related subgrants to local, regional, and international organizations: tracking deliverables, leading report, working closely with Program Managers, Program Associate(s), and business management staff. The Program Officer also provides support to other programs within the Asia department.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following, with other duties upon request:
Proposal Development and Donor Outreach
- Conduct and support country offices to conduct regular donor outreach in coordination with PMU team and country offices.
- Support new project development including project design, writing of proposals, budget development and coordination with Global Development team, Asia PMU, country offices, and local partners from start to finish
- Produce and regularly update donor communications materials, including two-pagers, slide decks, videos, infographics, and/or other creative products based on needs.
Program Support
- In coordination with Project Managers/Country Leads, prepare and submit quarterly, annual, and final reports, according to donor requirements and in a timely manner. Assist the Asia PMU management team with project oversight, including financial tracking and progress towards program deliverables:
o Serve as the focal point to coordinate with Internews Europe’s and Internews International’s teams;
o Assist with communicating and negotiating with sub-recipients to finalize proposed activities and the proposed budget;
o Regularly monitor budget and financial expenses, in collaboration with Internews HQ’s financial team, Sub Grant Officer, Director of Business and Program Operations and Senior Business Officer, and the respective project leads;
o Review and approve programmatic reports;
- Propose and implement strategies for improved communications on program activities and accomplishments.
- Support Country Leads and Project Managers with staff recruitment of key project-specific financial and grant management positions.
Grant Management and Donor Interface
- Provide grant management support to the country teams including:
o Support country and project directors to set up grant management schedules for donor reporting; coordinates quality‐assurance of donor reports and submits them to donors;
o Monitor the implementation of partnership agreements & service contracts signed at HQ until their termination and close‐out;
o Support IEU subgrants department to obtain required documents from partners, external vendors, consultant making sure that they comply with Internews’s and donor requirements. Builds capacities of local partners when required. For example, when an award is managed directly from HQ.
- Serve as Internews Europe’s and Internews International’s official point of contact for donors and ensure compliance, in respect of contracting, reporting, and grant income tracking, in close coordination with the Asia PMU and respective Project Directors.

Required
- University degree in international development, public policy, OR equivalent lived/professional experience.
- Minimum five years’ relevant prior work experience.
- Native-level proficiency in English (written and spoken).
- Advanced computer skills, including familiarity with Microsoft Office 365.
- Strong writing skills and proven text-editing proficiency.
- Strong budgeting and financial monitoring skills.
- Strong analytical skills; ability to define, communicate, and resolve complex problems.
- Strong interpersonal skills: diplomacy, tact, and the ability to negotiate.
- Strong time management and organizational skills; ability to effectively manage a dynamic workload and shifting priorities.
- Proven ability to operate in a multicultural and remote work environment.
- Proven ability to work both independently and as an effective team-member.
- Flexibility to work outside traditional office hours as required.
Preferred
- Prior experience working for an international nonprofit or in the international development sector.
- Proficiency in an Asian language.
- Prior project management experience.
- Previous experience living and/or working in South or Southeast Asia or the Pacific.
- Previous administrative, financial, and/or monitoring and evaluation experience with similar projects.
- Previous experience implementing European government funded programs, US Government (USG) funded programs, or other similar programs.

Expected office hours are generally Monday through Friday from 8:30 am to 5:00 pm.
