Duties
CRITICAL Shortage LIST OIG: 38 U.S.C. § 7412 waives the requirement to apply Veterans' preference to external applicants for appointments made during the fiscal year to hybrid title 38 occupations among those reported to have the largest staffing shortages. Appointments to any other hybrid title 38 occupations not approved by the Secretary, as noted below in paragraph 7, remain subject to the application of Veterans' preference in accordance with VA Handbook 5005, Part I, Chapter 4, Preference to Veterans in Making Hybrid Title 38 Appointments.
(AOC) for Referrals: 1st consideration: Current Facility VA employees, 2nd Consideration: All others based on OIG Hard to recruit and retain list FY 2023. After comparing the OIG report and VHA workforce planning cycle findings, VHA requested and received approval from the Secretary to waive Veterans' preference for 12 hybrid title 38 occupations for FY 2023. The provisions of 38 U.S.C. § 7412 do not supersede the terms of local/national labor master agreements.
The Program Manager is responsible for the administrative aspects of the Workplace Violence Prevention Program at the HWWVAMC, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA). The WVPP ensures the clinical aspects of these programs function appropriately as directed by the VA WVPP program. The WVPP Program Manager is responsible for informing and writing policies, procedures, and program guidelines in the development, planning, operations, and continuous performance improvement of all components of the WVPP at the HWWVAMC. The Program Manager is expected to adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. The Program Manager must assure appointment and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to promote the safety of beneficiaries and personnel of the HWWVAMC. The incumbent collaborates effectively with the facility's Executive Leadership, VA Police, the VA Office of Inspector General, the national WVPP Office, and other key stakeholders on an ongoing basis. The incumbent has responsibility for coordinating the inter/multidisciplinary Threat Assessment Teams including the DBC and the ETAT. The WVPP Program Manager demonstrates experience in leading diverse and interdisciplinary teams. As a senior clinician, the Program Manager serves as the Co-Chair of the DBC and ETAT. The Program Manager is responsible for maintaining proficiency in current evidence-based behavioral threat assessment and management practice and overseeing the day-to-day business of the inter/multidisciplinary committee that reviews incidents of Patient-Generated Disruptive Behaviors and Visitor-Generated Disruptive Behaviors. This role involves conducting and delegating behavioral threat assessments to inform recommendations for individualized risk mitigation strategies; consulting with VA Providers, clinical staff and DBC and ETAT members; informing and providing risk relevant clinical interventions in cases of disruptive or violent behavior history; providing and overseeing education to staff.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed; OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification; OR, Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.
GRADE DETERMINATIONS:
GS-14 Psychology Program Manager:
Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
AND
Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
- Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
- Knowledge of and ability to utilize evidence-based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
- Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
- Skill in managing and directing the work of others to accomplish program goals and objectives.
- Ability to translate management goals and objectives into well-coordinated and controlled work operations.
- Ability to establish and monitor production and performance priorities and standards.
- Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.

Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position. The incumbent must be able to work closely with internal and external customers in a face to face setting.
Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. 38 U.S.C. § 7412 waives the requirement to apply Veterans' preference to external applicants for appointments made during the fiscal year to hybrid title 38 occupations among those reported to have the largest staffing shortages. Appointments to any other hybrid title 38 occupations not approved by the Secretary, as noted below in paragraph 7, remain subject to the application of Veterans' preference in accordance with VAHB 5005, Part I, Chapter 4,
