Job description
The Cyber Investigations Programme Manager is responsible to the Cyber Investigations Assistant Head, for managing the programme to deliver Cyber Investigations across the MOD. The role holder will work with our industry partners to manage the Cyber Investigations framework, through engaging with our stakeholders, ensuring that targets of investigations are prioritised appropriately and ready for our investigator teams.
You will act as the Chief Product Owner to manage the programme to deliver multiple Cyber Vulnerability Investigations (CVIs), as they progress through an operating model, specifically responsible for holding CVI managers and industry partners to account, for delivery of CVIs to quality.
The CVI programme identifies and assesses cyber risks and vulnerabilities across the whole of the MOD defence enterprise. CVI products are delivered at pace in 2-week sprints, with up to 30 interrelated concurrent projects. The CVI programme of work is coordinated by a military and civil service team (12 roles) and delivered by multiple small teams of contractors (approx. 50 in total).
Significant engagement is required to coordinate and deliver CVI products, with team members typically spending 2 days a week in Wyton and the remainder attending meetings across MOD sites or home working. Workshops and sprint reviews are given priority for face-to-face time and daily stand-up and routine meetings are conducted via video.
Cyber Investigations works across Defence, engaging with all senior teams and enabling organisations, so there will be an element of travel required with this role, both in the UK and overseas.

Responsibilities will include:
- Provide direction and guidance on the delivery of the Cyber Investigations Programme
- Act as Chief Product Owner – making overarching decisions on Programme delivery, now, next and future
- Approve future target selection via an internal working group
- Work with our Industry Partners to iterate the Cyber Investigations framework
- Facilitate onboarding activities of new Contractors
- Work closely with Scrum of Scrum Masters to ensure smooth operations
- Monitor and approve Service Point and check and approve monthly reports
- Chair Cyber Investigation meetings and attend Defence wide meetings representing the Cyber Investigations Programme
- Line management responsibilities to help deliver team objectives and meet individual development needs and career aspirations
- Deputise for the Assistant Head CVI Operations as required
- Oversee management of the Joint Information Assurance Co-ordination Cell

If you have the following skills, experience, knowledge or understanding we would love to hear from you!
We would expect to see some previous experience in cyber security, covering governance and management, cyber/information risk management and/or practical cyber technical knowledge and ideally you’ll have the following skills:
- SCRUM/Agile experience
- Project Management experience (APMQ or Prince 2)
- Excellent communication skills, including oral presentation and clear and accurate written briefing to senior leaders, often under time pressure
- Stakeholder management skills, including ability to work across boundaries to deal with varying stakeholder interests
- Ability to work independently using own initiative
- The ability to build long term relationships with key internal and external stakeholders
- Highly effective networking and the ability to advise and influence people
- Experience of leading and managing a team
Qualifications: Your experience is key but if you have any of the following industry qualifications that would great; if not, we’ll help you attain them. You’ll need to have the motivation and desire to continue to learn and develop and we’ll provide opportunities to gain these in post:
- Certified Information Systems Security Professional (CISSP)
- Certificate in Information Security Management (CISM)
- Agile qualification
- Project Management qualification
The role will require routine travel within the UK and occasionally overseas.
This job role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station) and working from home as a personal choice. If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.
We anticipate that the successful candidate will be required to attend the office for a minimum of 2 days per week, with travel to other sites and additional office attendance determined by the business needs.
If not already held, successful candidates will be required to undergo DV clearance. This position is open to sole UK nationals only.
